Staff Analyst Trainee

POSITON SUMMARY:
The Budget & HR Support Analyst plays a pivotal role within the Procurement Business Planning team, providing essential support for budget management, workforce planning, recruitment, and organizational reporting. This position requires strong analytical skills and the ability to collaborate across departments to ensure accurate, timely, and compliant financial and HR operations. The Analyst will work closely with the MTA People Department and the Office of Management & Budget to drive efficient processes and informed decision-making.
RESPONSIBILITIES:
In this position, the selected candidate will assist with analyzing and interpreting monthly labor and non-labor expenditures, performing research, forecasting, and variance analysis to identify trends, and supporting the preparation and submission of OMB exercises, chargebacks, cost allocations, and budget reconciliations. The role also assists with key workforce planning activities, including personnel actions and onboarding workflows with the MTA People Department, maintaining recruitment and vacancy reporting, reconciling employee headcounts, monitoring attrition and overtime usage, updating organizational charts, and partnering with hiring managers to prepare recruitment packages and provide strategic guidance throughout the hiring process. Additionally, the candidate will assist with operational needs by driving special projects, validating data integrity, preparing executive-level project summaries, contributing to budget, HR compliance, and workforce optimization initiatives, and actively participating in internal and external meetings to ensure action items are communicated, tracked, and completed.
EDUCATION AND EXPERIENCE:
A baccalaureate degree from an accredited college or university.
