MANTECH seeks a motivated, career and customer-oriented Project Manager - SURFMEPP Fleet Support to join our team in Portsmouth, VA. This is an onsite position.

In this critical leadership role, you will oversee a robust, matrixed team of over 100 contractor personnel across four distinct departments, directing worldwide surface combatant ship maintenance and life-cycle strategies. As the primary liaison to senior government leadership and the Contracting Officer's Representative (COR), you will serve as the strategic voice of the contract, briefing officials on operational health, complex metrics, and execution data to facilitate high-level decision-making.

Responsibilities include but are not limited to:

  • Directing the efforts of a team of 100+ contractor personnel supporting SURFMEPP worldwide operations

  • Leading direct reports who serve as team leaders across four distinct SURFMEPP departments to manage work assignments, personnel actions, and productivity.

  • Interacting with senior-level government staff members, creating detailed charts, graphs, and visual summaries to support formal briefings and reports.

  • Utilizing the Microsoft Office Suite to analyze and display complex data in a manner that facilitates leadership understanding and strategic decision-making.

  • Assisting with overall contract tasking, managing Prime Project Managers, and preparing Contract Data Requirements List (CDRL) submissions.

  • Briefing government senior managers and the Contracting Officer's Representative (COR) on contract health, metrics, and execution via Monthly Status Reports.

Minimum Qualifications:

  • Bachelor's Degree in Management, a Scientific Field, or a related discipline

  • 15+ years of progressively responsible professional experience in Navy project management or surface combatant ship maintenance management

  • Significant experience managing Navy surface ship depot-level contracted maintenance environments and life-cycle strategies

  • Proven experience developing, structuring, and briefing critical Navy maintenance issues to senior leadership

  • Proficiency in Microsoft Office applications including SharePoint, PowerPoint, Excel, and Word

  • Demonstrated ability to supervise, manage, and mentor less experienced employees across matrixed teams

Preferred Qualifications:

  • Master's Degree in Management, a Scientific Field, or a related discipline

  • Project Management Professional (PMP) certification

  • Experience developing and maintaining organizational effectiveness metrics and conducting ad-hoc analysis on ship modernization issues

  • Demonstrated ability to facilitate complex meetings and interact effectively with diverse customers, Navy Commands, and external activities

  • Excellent written and verbal communication skills, with a proven ability to present confidently in front of Senior Military and Government Officials

Clearance Requirements:

  • An active Secret security clearance is required.

Physical Requirements:

  • Must be able to remain in a stationary position 50%.

  • Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.

  • Frequently communicates with co-workers, management, and customers, which may involve delivering presentations.

  • Must be able to exchange accurate information in these situations.


The projected compensation range for this position is $99,200.00-$164,900.00.
