Job description

About the Positionย 

We'reย seeking a Risk Specialist to support large, heavy-civil infrastructure programs,ย including highways, roads, bridges, transit (bothย rail and bus),ย internationalย airports, and water/wastewaterย projects delivered through both traditional and alternative methods. Your primary focus willย beย supporting comprehensive risk management efforts,ย maintainingย risk reporting tools, and collaborating with key stakeholders to enhance program risk oversight.ย 

This is a long-term, full-time, on-site positionย locatedย in Sacramento, CA.ย 

Responsibilitiesย may include, but are not limited to, the following:ย 

  • Assistย the team inย establishingย and maintaining cost and schedule baselines toย assess risk exposures.ย 
  • Support inputย requiredย for external stakeholders, grant applications, and programย reporting.ย 
  • Develop andย maintainย risk reporting tools for cost and schedule risk analysis.ย 
  • Manage the Authority's risk register, ensuring proper coordination between program levelย and project-level risks.ย 
  • Maintain and update the Authority's Program Risk Management Plan and prepare quarterly risk management reports.ย 
  • Provide guidance and templates for project risk management, including qualitative riskย registers and quantitative risk assessments.ย 
  • Support project teams in implementing risk management strategies andย maintainingย project risk contingency plans.ย 
  • Review and challenge project-level risk assessments to ensure accuracy andย effectiveness.ย 
  • Collaborate with Enterprise Risk personnel to align with overall risk management goals.ย

  • Bachelor's degree inย quantity surveying, civil engineering,ย orย related field, or equivalent combination of education and experience.ย 
  • 10+ย years of experience in risk managementย on large (>$500M), complex, heavy-civil infrastructure projects in transportation or transit sectors.ย 
  • Strong understanding of risk managementย processes and methodologies.ย 
  • Familiarityย with risk analysisย and schedulingย tools (e.g.ย Primavera Risk,ย Deltekย Acumen Fuse, @Risk, etc.).ย 
  • Familiarityย withย project and construction management software (e.g.,ย MS Project,ย Primavera P6,ย etc.).ย ย ย ย ย ย 
  • Proficient with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย 

Preferred Qualificationsย 

  • Master's degree inย quantity surveying or civil engineering.ย 
  • Certification in Project Management (PMP, PMI-RMP, or equivalent).ย 
  • Professional Engineering license in CA, or the ability to obtain it through reciprocity.ย 
  • Proficiencyย with Power BI, Tableau, or similar platforms for building interactive schedule dashboards and KPI visualizations.ย 

Compensation Detailsย 

Expected Salary: $110k-$200k/year ($52-$96/hour). Lusterย providesย the salary range that the company in good faith believes it might offer for this position based on the successful candidate's level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right toย ultimately payย more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.ย
