Overview:
The Project Management Office (PMO) of the Oak Ridge National Laboratory (ORNL) seeks a Project Management Staff Member to support the project management efforts on scientific research and development projects.
Oak Ridge National Laboratory (ORNL) is the largest US Department of Energy science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security. Our diverse capabilities span a broad range of scientific and engineering disciplines, enabling the Laboratory to explore fundamental science challenges and to carry out the research needed to accelerate the delivery of solutions to the marketplace.
Major Duties/Responsibilities:
Working with the scientific Project Director and the Project Manager, this position will function as the project controls subject matter expert (SME) and be responsible for creating and maintaining the project controls policies, procedures and systems/tools that facilitate the successful development and maintenance of multiple projects in the National Security Sciences Directorate, including:
  • Project work breakdown structure (WBS) and dictionary
  • Summary and detailed, logic driven, resource loaded schedules
  • Summary and detailed cost estimates
  • Actual costs and accrual integration
  • Risk identification and management
  • Change control
  • Develop, present, and reinforce project management process and systems training for all applicable project staff
  • Prepare and support various project reviews, including internal and external project status reviews

Basic Qualifications:
  • BS/BA in project or construction management, business, engineering or equivalent combination of education, experience, and specialized training will be considered
  • Five years of experience successfully performing project controls duties as noted above for research-based project(s)
  • Understanding of project controls best practices regarding scope, time, cost, and risk
  • Experience with software used to develop and maintain strong project controls

Preferred Qualifications:
  • Project Management Professional (PMP) certification, or equivalent project management certification
  • Experience with risk management, working with risk analysis and simulation software
  • Ability to construct, analyze, and present project financial budgeting and tracking
  • Experience as a Project Controls Lead on a large project
  • MS in project or construction management, business, engineering or equivalent.
  • Experience successfully performing project controls duties as noted above for research-based project(s) within the DOE Office of Science within a national laboratory environment
  • Experienced with Microsoft Excel

Special Requirements:
  • Visa sponsorship is not available for this position.
  • Q Clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
