Brief Job Description:
The Project Manager IV performs advanced and senior-level project management, project planning, coordination, and documentation activities in support of the Case Management Transformation Program. This position serves as the primary representative and advocate for Child Protective Investigations, ensuring the program's needs, priorities, and operational requirements are effectively incorporated throughout all phases of the transformation initiative.
Assigned work includes leading and coordinating teams of Product Owners, Subject Matter Experts (SMEs), Business Analysts, and program stakeholders representing Child Protective Investigations. Responsibilities include managing project initiation, planning, execution, monitoring and controlling, and project closeout activities for assigned projects and related workstreams within the Case Management Transformation Program.
The Project Manager oversees project deliverables, facilitates collaboration among cross-functional teams, and ensures appropriate program representation and subject matter expertise are included in decision-making processes. This position identifies project risks, issues, dependencies, and constraints and develops mitigation strategies to support project success.
The Project Manager is responsible for maintaining and communicating the program's voice throughout the project lifecycle by coordinating with Business Analysts, Product Owners, executive leadership, and stakeholders across the agency. The position ensures business requirements, operational impacts, and program priorities are clearly understood and addressed in project planning and implementation activities.
The ideal candidate possesses strong project management expertise, technical aptitude, child welfare knowledge, leadership skills, and experience supervising staff and multidisciplinary teams. Works under minimal supervision with extensive latitude for the use of initiative, strategic decision-making, and independent judgment.
Serves as the designated business lead and representative for [Program Name] within the Case Management Transformation Program. Ensures program operations, policy requirements, business processes, and strategic priorities are accurately represented throughout project planning, design, testing, implementation, and post-implementation activities.
Essential Job Functions (EJFs):

• Serves as the primary liaison between Child Protective Investigations and the Case Management Transformation Program, ensuring business needs, policy requirements, operational impacts, and strategic priorities are accurately represented and addressed throughout the project lifecycle.
• Provides leadership and direction to multidisciplinary project teams comprised of Product Owners, Business Analysts, Subject Matter Experts, contractors, and stakeholders. Facilitates decision-making, resolves conflicts, and promotes collaboration to achieve project objectives.
• Leads business transformation initiatives by evaluating existing business processes, identifying improvement opportunities, supporting future-state design, and facilitating operational readiness activities associated with implementation of modernized case management solutions.
• Collaborates with program leadership to assess organizational impacts, develop transition strategies, and support adoption of new systems, workflows, and business processes.
• Manages full project life cycle activities using established project management methodologies. Leads planning, execution, monitoring, and closeout to ensure alignment with agency objectives and successful delivery.
• Accountable for project delivery within approved scope, schedule, quality, and business outcome expectations. Monitors performance metrics and implements corrective actions as necessary to achieve project objectives.
• Supports organizational change management activities by identifying stakeholder impacts, monitoring adoption risks, facilitating communication efforts, and promoting successful transition to new business processes and technologies.
• Develops executive briefings, project status reports, and decision-support materials for agency leadership, governance bodies, and steering committees. Presents recommendations and escalates critical issues requiring executive action.
• Coordinates business readiness activities including stakeholder engagement, communication planning, training support, implementation preparation, user acceptance activities, and post-implementation stabilization efforts.
• Coordinates with Product Owners, Business Analysts, and Subject Matter Experts to review, validate, and prioritize business requirements and ensure alignment with program objectives and operational needs.
• Supports system testing activities, including user acceptance testing, defect prioritization, business validation, and readiness assessments to ensure successful implementation of technology solutions.
• Build and maintain strong vendor relationships to support project success, facilitate effective communication, and drive timely resolution of risks, issues, and dependencies.
• Performs related work as assigned.

Registrations, Licensure Requirements or Certifications: None required.
Initial Screening Criteria:

• Bachelor's degree from an accredited college or university.

• Experience managing large-scale technology or business transformation projects.
• Experience coordinating cross-functional teams and stakeholders.
• Experience developing executive-level reports, presentations, and recommendations.
• Experience managing project risks, dependencies, and implementation activities.
• Experience supporting enterprise-wide modernization or digital transformation initiatives.

• Minimum of 5 years experience in Child Protective Investigations
• Minimum of 3 years supervision experience at Texas DFPS.
• Currently employed by Texas DFPS or have been within the last 2 years.

Preferred Qualifications

• Experience supporting child welfare, human services, healthcare, or government programs.
• Experience with enterprise case management systems.
• Experience with organizational change management and business readiness activities.
• Experience working in Texas state government.
