The Phillips 66 Tank COE was created to drive consistency on API 653 tank turnarounds, by using best-in-class processes & standards to achieve safe, high quality, cost-efficient, fit-for-purpose tank turnarounds without incident or injuries.
The Sr Project Manager, Tanks position will be responsible for managing API 653 tank turnaround projects for refinery and midstream assets for the Tank Center of Excellence (TCOE) in the Northwest region, stationed either in Billings, MT or WA state. The position consists of managing the execution of tank integrity projects, while working with stakeholders to complete projects in a safe, quick, and cost-efficient manner. This position reports to the Sr. Manager, Northwest Tank Project Management.
What You'll Do
  • Promote and reinforce a strong safety culture by leading field safety surveys (more than 6 per quarter), developing Site Specific Safety Plans (SSSPs) in coordination with the construction and safety team, attending JSA meetings, and meeting regularly with contractor management to discuss project safety
  • Empower employees to serve as safety leaders by actively disseminating safety information to field personnel and supporting company safety initiatives
  • Execute tank projects in alignment with TCOE processes and standards
  • Manage personnel to complete tank integrity projects
  • Lead development and approval of tank hydrotest plans, as applicable
  • Conduct regular site visits to monitor project progress; adapt to changes in project direction
  • Develop high-quality execution plans prior to taking tanks out of service; target more than 90% adherence to the TCOE front-end loading timeline
  • Develop and maintain detailed project schedules using tools such as MS Project; target completing more than 80% of tank projects on time (within ±2 weeks of the AFE baseline)
  • Identify and pursue schedule and cost savings opportunities
  • Develop project cost estimates; review and approve project budgets
  • Support timely and accurate submission of accruals and forecasts; target monthly forecasting accuracy within ±20% (actual versus latest forecast for that month)
  • Facilitate a monthly tank team meeting with all tank stakeholders
  • Attend quarterly tank project health check meetings (minimum of 2 per year in person)
  • Build and maintain strong relationships with management, employees, contractors, and stakeholders
  • Communicate effectively through strong written and verbal correspondence
  • Review and update the monthly leadership report
  • Drive continuous improvement by identifying opportunities to enhance efficiencies and optimize group procedures; track and communicate progress against improvement initiatives
  • Understand and align work with the goals of strategic initiatives
  • Apply sound judgment in the decision-making process

What You'll Bring - Required
  • Legally authorized to work in the job posting country
  • High School Diploma or GED Equivalent
  • 4 years of experience in project management within midstream oil & gas or energy infrastructure
  • Experience managing engineering and construction contractors
  • Advanced proficiency in project management fundamentals and processes, including FEL, critical path analysis, change management, and cost and schedule management
  • Willingness to travel up to 40% to project sites and engineering offices to support project development, design, and execution

  • 5 or more years of experience working with commercial, business development, pipelines, and terminals

Compensation Range
This position has a base salary range of $141,300 - $172,700.

Midstream
The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
