Job description

POSITION OVERVIEW
The Lead Project Manager serves as the primary point of contact for the Contracting Officer's Representative (COR) and Contracting Officer (CO) on all matters relating to personnel and project execution. This individual provides strategic direction to the project team, oversees large-scale construction activities, and ensures full compliance with contract requirements, schedules, and quality standards. The Lead Project Manager is responsible for the day-to-day management of construction and service projects, from pre-award activities through project closeout, and plays a critical role in supporting acquisition and contract modification efforts.
KEY RESPONSIBILITIES
  • Serve as the primary liaison between the contractor team and the COR/CO on all personnel and project-related matters.
  • Provide clear direction, guidance, and workload coordination to the project team.
  • Coordinate with customers, government representatives, and other stakeholders to facilitate project success.
  • Attend and participate in site orientation visits and joint contractor/government meetings.
  • Provide day-to-day project management for construction and service contracts from initiation through closeout.
  • Oversee all construction-related activities, ensuring adherence to scope, schedule, and quality requirements.
  • Review and evaluate project schedules for accuracy, feasibility, and contractual compliance.
  • Review design documents and contractor submittals for conformance with contract requirements.
  • Monitor project performance against established Acceptable Quality Levels (AQLs) and Performance Standards.
  • Provide technical analysis and recommendations throughout all project phases.
  • Aid the Contracting Officer and COR throughout all acquisition phases of the project.
MINIMUM REQUIREMENTS
Education
  • Four-year degree in Construction Management, Engineering, or a related field.
  • Equivalent combination of relevant technical training and/or directly applicable experience may be considered in lieu of a degree.
Experience
  • Minimum of 10 years of project management work experience on commercial or Government construction projects.
  • Demonstrated experience leading and overseeing construction efforts at large project sites.
  • Proven ability to work independently, apply advanced techniques, and manage complex assignments with limited supervision.
Preferred Qualifications
  • Project Management Professional (PMP) certification or other recognized project management certification strongly preferred.
  • Prior experience supporting federal Government construction contracts.
  • Familiarity with USSS, DHS, or other federal agency facility operations and security requirements a plus.
SECURITY amp; SUITABILITY REQUIREMENTS
  • Must be a U.S. Citizen.
  • Must be able to obtain and maintain a PIV card for the life of the contract.
