About Us

Varcon Inc., through its construction division VIS, provides consulting, engineering, and project management services across Canada, supporting infrastructure, telecommunications, and construction projects since 1987. To support upcoming federal infrastructure work in Canada, including Department of National Defense (DND)projects, VIS is seeking a motivated Project Manager to join our team.


This is a multi-year, high-visibility assignment running from mid-2026 through end of 2029, with strong potential for extension. Estimated project value: $100M+. The successful candidate will run the project end-to-end from our Ontario site, working directly with the federal client, partner organizations, and subcontractors.


Responsibilities

  • Lead the full lifecycle of a $100M+ federal defence project from mobilization through closeout, ensuring delivery on time, on scope, and on budget.
  • Develop, maintain, and execute the Project Management Plan, including scope, schedule, cost, risk, quality, communications, and procurement components.
  • Own the project schedule - build it, baseline it, and lead the integrated change control process as the project evolves.
  • Own project financial performance: budgeting, forecasting, cash flow planning, cost control, earned value reporting, and executive-level financial updates.
  • Serve as the primary point of contact for the Department of National Defence (DND) and partner organizations, with strict adherence to federal contracting requirements.
  • Provide daily and weekly status updates to the client and internal leadership covering progress, risks, issues, and forecasted milestones.
  • Manage all subcontractor relationships - procurement, contract negotiation, performance management, change orders, and dispute resolution.
  • Ensure full compliance with ISO 9001 quality management standards and maintain a rigorous Health and Safety environment on site.
  • Coordinate effectively with partners and stakeholders operating across multiple time zones.


Qualifications

  • Active Project Management Professional (PMP) certification required.
  • 7+ years of project management experience on complex infrastructure, construction, or technical delivery projects.
  • Demonstrated experience managing projects of $25M+; experience on $100M+ projects is a strong asset.
  • Experience managing Department of National Defence (DND) or other Government of Canada defence contracts is a major asset - including familiarity with federal contracting requirements, security clearance processes, and defence-specific compliance frameworks.
  • Strong working knowledge of ISO 9001 certified processes and Canadian Health and Safety legislation, including site-specific safety planning.
  • Proven ability to lead complex subcontracting arrangements from RFP through closeout.
  • Degree in Civil Engineering, Construction Management, Electrical Engineering, or a related technical field.
  • Active or eligible for Government of Canada Secret-level security clearance is a significant asset.
