Senior Inspector - Bridge Painting/Coating
Position Summary
PACO Group, Inc. is seeking an experienced Senior Inspector to support the Metropolitan Transportation Authority Construction & Development (MTA C&D) and the Long Island Rail Road (LIRR) Business Unit. The Senior Inspector will provide technical leadership, field inspection, design review, construction-management, and contract-administration support for bridge painting projects at various structures throughout Nassau and Suffolk Counties. This position requires substantial expertise in railroad bridge painting, protective coating systems, containment, traffic protection, quality control, project coordination, and field safety.
Key Responsibilities
• Review and inspect contractor designs, materials, and completed work to verify compliance with contract requirements, drawings, specifications, and approved submittals.
• Provide field coverage for bridge painting activities and perform pre-construction surveys of existing conditions.
• Review project plans, work plans, weekend work plans, contract documents, shop drawings, and design submittals for painting products, containment systems, and scaffolding.
• Coordinate the review of design submittals and confirm that comments from the design consultant, LIRR, MTA C&D, and other stakeholders are incorporated into approved designs and shop drawings.
• Review contractor quality-control and daily reports for accuracy and consistency; verify required daily reporting is completed and communicate updates to MTA personnel.
• Prepare detailed daily reports documenting work progress, inconsistencies, noncompliance, field tests, labor and equipment allocation, and critical activities.
• Coordinate with contractors, consultants, LIRR, MTA C&D personnel, and internal and external stakeholders through meetings and ongoing field communication.
• Confirm that project look-ahead schedules and work plans are integrated with the overall contract schedule and aligned with field installations.
• Coordinate Roadway Worker Protection training for contractor personnel who will work on-site; complete MTA-provided track training and maintain certification throughout the assignment.
• Verify implementation of Maintenance and Protection of Traffic (MPT) and apply New York State Department of Transportation MPT standards and specifications.
• Read and interpret containment plans, as-built drawings, MPT plans, contract drawings, and specifications.
• Provide technical expertise in response to complex or unforeseen site conditions involving MPT, containment, steel preparation, abrasive blasting, coatings, and related work.
• Verify site mobilization and preparation; monitor containment installation, engineering controls, surface-preparation methods, coating-system application, painting products, and Safety Data Sheets in accordance with contract requirements.
• Initiate and track corrective follow-up actions for nonconforming work to minimize adverse impacts on project progress.
• Continuously validate contractor invoices against project milestones, documented progress, and construction-contract requirements.
• Monitor final site cleanup, document and submittal archiving, equipment and material demobilization, and project closeout.
• Exercise Stop Work Authority when third-party contractor work is being performed unsafely and immediately notify appropriate MTA C&D or LIRR personnel of urgent conditions.
• Travel efficiently among project sites and safely navigate inclined embankments, train tracks, ballast, elevated work platforms, and other active construction conditions.
Required Qualifications
• Minimum of ten (10) years of relevant experience in bridge painting, construction, and project management.
• Current Association for Materials Protection and Performance (AMPP) Coatings Inspector Program Level 2 certification (CIP Level 2) or Bridge Coatings Inspector Level 2 certification (BCI Level 2). Certification must remain valid throughout the assignment.
• Ten (10) years of experience participating in the management of railroad projects.
• Ten (10) years of experience performing steel-painting inspection services on structures such as bridges, water tanks, and towers.
• Ten (10) years of experience with abrasive-blasting abatement methods typically used on projects of similar size and complexity.
• Five (5) years of experience with railroad engineering practices relevant to bridge painting and construction-management services.
• Five (5) years of experience applying New York State Department of Transportation Maintenance and Protection of Traffic standards and specifications.
• Proficiency with Microsoft Office applications and AutoCAD.
• Ability to use an electronic filing system and Project Management Information System in accordance with LIRR policy.
• Ability to complete MTA-provided track training before beginning work.
Physical and Work Requirements
• Ability to work primarily in the field and move safely through active construction and railroad environments.
• Ability to access uneven terrain, embankments, tracks, ballast, and elevated work platforms.
• Ability to report to alternate project sites on short notice when operational needs require.
• Availability for required weeknight and/or weekend shifts.
Compensation
The good-faith compensation rate range for this position is approximately $65-$80 per hour, depending on experience, qualifications, certifications, technical expertise, and client requirements.
