JOB SUMMARY
The Evaluation Project Manager will be responsible for assisting with day-to-day operations of all evaluation-related activities. They will also help manage evaluation meeting logistics and facilitation, implementation, data management and analyses, supervision of undergraduate and graduate students, and evaluation dissemination and use activities. Job responsibilities cluster into five categories: project management and coordination, evaluation design, evaluation implementation and data analysis, reporting, and quality assurance. The Evaluation Project Manager will report to Dr. Bianca Montrosse-Moorhead, incoming Department Head and Professor in the Department of Educational Psychology, and QuantumCT Engine External Evaluation Lead.
The NSF Quantum Technologies Engine in Connecticut (QuantumCT Engine), led by the University of Connecticut, aims to advance American quantum innovation and secure the domestic quantum supply chain by accelerating the commercialization of quantum technologies for national defense, biotechnology, and financial services. Through innovation, applied research leading to new technologies, support for inventors and entrepreneurs and workforce development, the QuantumCT Engine will advance quantum sensing, secured communications, computing, and materials through shared test bed, deep-tech incubator, and translation pathways.
DUTIES AND RESPONSIBILITIES
- Assist and coordinate the day-to-day operational management of project evaluation activities.
- Coordinate and support all evaluation-related project logistics, including meetings, workshops, surveys, interviews, focus groups, and stakeholder engagement activities.
- Support the design, implementation, and management of data collection efforts, including surveys, interviews, assessments, and other evaluation instruments.
- Maintain evaluation databases and records, ensuring data accuracy, completeness, confidentiality, and compliance with applicable policies and protocols.
- Compile, organize, analyze, and summarize evaluation data for reports, presentations, and project deliverables.
- Assist in preparing and submitting quarterly and annual evaluation reports to funding agencies, university leadership, and project stakeholders.
- Coordinate travel arrangements, event logistics, and reimbursement processing for the evaluation team, consultants, and project participants.
- Schedule meetings, prepare agendas, maintain meeting records, and document action items related to evaluation activities.
- Support communication and coordination among the external evaluation team and project partners, researchers, industry partners, and other parties.
- Assist with grant-related documentation, compliance requirements, and record retention activities.
- Perform related evaluation duties as assigned.
MINIMUM QUALIFICATIONS
- Bachelor's degree in evaluation, public policy, education, social sciences, or a related field.
- Three or more years of related experience managing or coordinating field-based evaluation projects, including tasks associated with evaluation ramp-up, implementation, analysis, and reporting.
- Demonstrated project management skills, including experience planning and executing evaluation projects, prioritizing tasks, and meeting deadlines in a dynamic, team-oriented environment.
- Experience working on an evaluation team, including experience designing, collecting, organizing, and maintaining data and records.
- Experience managing study regulatory processes, including IRB submissions and amendments, and ensuring adherence to human subjects' guidelines.
- Demonstrated organizational skills, with strong attention to detail.
- Demonstrated written and oral communication skills; experience creating clear and readable documents for diverse audiences, including evaluation reports and presentations.
- Experience leading and organizing others, including creating and implementing evaluation systems.
- Demonstrated experience collaborating with stakeholders and constituents from a variety of communities and sectors.
- Experience working independently under minimal supervision.
- Demonstrated interpersonal and proactivity skills, including organizational, analytical, and problem-solving skills.
- Demonstrated experience with Microsoft Office applications, including Excel, Word, PowerPoint, and Teams. Demonstrated experience using survey software (e.g., Qualtrics), quantitative analysis software (e.g., R), and qualitative analysis software (e.g., Dedoose).
PREFERRED QUALIFICATION
- Master's degree is strongly preferred.
- Project management certification.
- Experience with Smartsheet, Asana, or equivalent project management tools.
- Experience managing complex evaluation projects, including addressing challenges that may arise during any phase of the evaluation lifecycle.
- Demonstrated expertise in systems-informed evaluation, social network methods and analysis, and/or developmental evaluation.
- Experience with a variety of written dissemination modes for external sponsors, funding agencies, and other interested parties (e.g., evaluation reports of varying lengths, data dashboards, infographics, policy briefs, plain language summaries).
- Demonstrated experience supporting federally funded programs, grants, or large-scale research initiatives, including financial reporting.
- Demonstrated experience working with the National Science Foundation, higher education, research, innovation, entrepreneurship, workforce development, or economic development programs.
- Demonstrated experience with costing projects and managing budgets, forecasts, and invoicing processes.
APPOINTMENT TERMS
This is a full-time, end-dated position with the possibility of renewal subject to performance and funding. The University offers a competitive salary, and outstanding benefits, including employee and dependent tuition waivers at UConn, and a highly desirable work environment. Other rights, terms, and conditions of employment are contained in the collective bargaining agreement between the University of Connecticut and the University of Connecticut Professional Employees Association (UCPEA).
This position is based at the Storrs campus and the successful candidate will be required to work on the campus and travel to other campuses as needed. The salary range for this position is $60,416 to $78,541.

The successful must be willing and able to travel to in-person meetings locally, statewide, and out-of-state, when needed.
