Description:

Job Purpose: The Project Manager – Utility Contracts is responsible for providing high-level leadership and oversight for utility projects, ensuring all work is executed in accordance with contractual requirements, engineering specifications, and regulatory requirements. This role is responsible for directing project teams, managing budgets, coordinating with city officials, inspectors, customers, legal authorities and ensuring projects are completed safely, accurately, and efficiently from planning through final delivery.

Essential Functions include the following.

  1. Provides senior level leadership, direction, and oversight for all phases of projects, ensuring contract requirements, safety standards, and quality expectations are met.
  2. Serves as the primary point of communication with city officials, inspectors, regulatory agencies, and legal authorities, ensuring compliance with municipal codes, permitting, and project specifications.
  3. Leads project planning efforts, including scopes of work, establishing schedules, coordinating resources, and ensuring all project phases align with contractual obligations.
  4. Oversee contract administration, including reviewing terms, managing change orders, monitoring deliverables, and ensuring all parties adhere to legal and regulatory requirements.
  5. Directs project teams, assigns responsibilities, and provides guidance to foremen, supervisors, and support staff to ensure efficient project execution.
  6. Identifies and mitigates project risks, investigates potentially serious situations and reports them to HR and the CEO where appropriate.
  7. Manages project budgets, monitors financial performance, forecasts costs, and ensures projects remain within approved financial parameters.
  8. Reviews plans, specifications, elevations, grades and other instructions to ensure work is performed accurately and in accordance with engineering and design requirements.
  9. Coordinates with inspectors and regulatory personnel to schedule inspections, resolve discrepancies, and maintain compliance with regulations, codes, ordinances, and safety standards.
  10. Oversees preparation of bids and proposals by reviewing plans, calculating quantities, gathering quotes, and ensuring competitive submissions.
  11. Maintains a safe and clean working environment by enforcing safety policies, PPE requirements, and regulatory requirements.
  12. Ensures tools, materials and equipment are secured at job sites daily.

Qualifications and Requirements: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.   1. Secondary Education required; prefer degree in field of work.
  2. Minimum of 4 years in industry and project management.
  3. Minimum of 2 years in leadership role.
  4. Excellent written and verbal communication skills, with the ability to clearly communicate detailed information to customers, city officials, inspectors, coworkers and management with the ability to provide public speaking and customer presentations as needed.
  5. Experience with mass grading, excavation, earthwork, and dirt work
  6. Demonstrates strong mechanical background or aptitude.
  7. Ability to work in a high-stress, fast-paced work environment.
  8. Ability to read and interpret documents such as invoices, procedure manuals, job instructions and basic problem-solving skills.
  9. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to calculate figures and amounts such as proportions and percentages.
  10. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  11. Ability to manage time effectively and prioritize tasks to meet deadlines and multi-task effectively.
  12. Strong attention to detail and organizational skills.
  13. Ability to operate computer and computer software, to include Microsoft Office products.
  14. Ability to use department equipment.
  15. Ability to maintain confidentiality.
