Independently develops, coordinates, integrates, analyzes, and maintains an integrated plan and schedule to meet program and/or project requirements in accordance with project management industry standards. Performs studies, analysis (trend, variance, impact), risk assessments to determine impacts, and constraints involving product development, production rates, process improvement, program initiatives. Creates schedule, reports, metrics, change activity, communicates and updates plan regularly throughout lifecycle of program or project. Works to improve project management processes, business systems, and implement best practices that support project decision makers. Directs all phases of projects or subsystems of major projects from inception through completion. Acts as primary project contact to establish key stakeholder requirements and project objectives. Assists customers to develop performance recovery plan and ensure all project control systems are in place to support ongoing support to stakeholders.
The Client Defense, Space & Security (BDS) Software Engineering organization is seeking a Software Project Engineer, Cost Account Manager (CAM) in St. Charles, MO to lead Operational Flight Program (OFP) software teams supporting Cruise Missile Systems (CMS) and Direct Attack (DA) weapons. The role balances technical leadership with program-level accountability—coordinating cross-functional teams, managing the software development lifecycle, and ensuring fielded software meets rigorous performance, safety, and schedule requirements.
Our teams are currently hiring for a broad range of experience levels including; Associate and Experienced Level Software Project Engineers.
The person in this role will lead and coordinate technical execution for Operational Flight Program (OFP) software teams and related integration activities, owning Cost Account Management (CAM) for assigned software work by overseeing budgets, monitoring earned value performance, and delivering objective forecasts. They will maintain and defend the performance measurement baseline, collect timely cost and schedule data, and compute key EVM indicators such as CPI, SPI, ETC, and EAC. The role requires identifying root causes for variances, driving corrective action and re-planning, and keeping leadership and stakeholders informed. This position also involves close collaboration with systems engineering, test, QA, and supply chain to ensure software is delivered on schedule, within scope, and on budget, as well as mentoring and developing early-career engineers while fostering a culture of continuous improvement, safety, and technical rigor.
The ideal candidate will have demonstrated experience managing software programs or major software workstreams in aerospace, defense, or another high‑reliability domain, along with a strong working knowledge of the software development lifecycle, configuration management, and integration/test practices for embedded or flight software. They should be able to lead earned value management (EVM) processes and produce clear, reliable program forecasts, be an excellent communicator who can present technical and programmatic status to both technical teams and senior leadership and bring a collaborative mindset with a proven track record of working across engineering, manufacturing, and business teams to solve complex problems.
Position Responsibilities:
· Provides the Engineering leadership to a team representing multiple skill areas, which may include internal and external resources and customers.
· Develops statement of work (SOW) to satisfy research and development, ongoing and new business requirements.
· Works with customers and management to obtain approval.
· Identifies and manages changes to statement of work and assesses the impact of those changes and incorporates changes into statement of work.
· Using a variety of media, clearly conveys information and ideas to individuals or groups in a manner that engages the audience and helps them understand and retain the message.
· Lead team scrums to define product vision, roadmap, and growth opportunities, and communicate with stakeholders throughout the project.
· Collaborate with internal and external contacts to analyze needs and align product roadmap to strategic goals.
· Work closely with product managers and business teams to create and maintain product backlog according to business value or ROI.
· Remain up to date on trends and best practices for agile project management.
· Communicate with internal and external customers, both written and in person via presentations, TIMS, PDRs, CDRs and final reports.
· Prepare documents such as Monthly status reports, TIM presentations, PDR & CDR reviews.
· Collaborate with fellow technical teammates on technical approaches inline to contractual CDRLs and provide EVM status if needed. Monitor project budgets and lead programs to successful outcomes.
· Collaborate with customers.
· Engage in all aspects of program planning.
Basic Qualifications (Required Skills/ Experience):
· Experience as a Cost Account Manager (CAM), such as owning a CAM and budget, maintaining the performance measurement baseline, tracking cost and schedule performance, and producing estimate to complete and estimate at completion forecasts.
· Experience with Earned Value Management (EVM), such as maintaining the performance measurement baseline, collecting and validating cost and schedule data, etc.
Preferred Qualifications (Desired Skills/Experience):
· 3 or more years' related work experience or an equivalent combination of education and experience
· Bachelor of Science degree from an accredited course of study in engineering, engineering technology (includes manufacturing engineering technology), chemistry, physics, mathematics, data science, or computer science.
· 5+ years of experience in product development
· 5+ years of experience in program management, project management, engineering, and/or training services
· Experience working with Military or DoD customers strongly desired
· Defense industry experience is a plus
· Outstanding communication, presentation, and leadership skills
· Sharp analytical and problem-solving skills
· Ability to effectively manage conflicting needs of stakeholders
· Proficiency with applicable project management tools and technology
· Understanding of business value related to features and functions
