Position Summary:

ISI is looking for a Project Engineer Level 2 to provide Owner's Representative construction management services to a Department of Defense (DoD) client overseeing $300M+ in ongoing construction projects. The Project Engineer will support senior government project managers and fellow contractor project managers, ensuring seamless execution of design and construction management activities for SCIF facilities.

The ideal candidate is an organized, detail-oriented, and initiative-driven professional who thrives in both team settings and independent environments.

Responsibilities:

· Assist the Government in site evaluations, field surveys, and site visits to assess constructability and code compliance.

· Develop draft scopes of work, validate requirements, and participate in pre-bid conferences.

· Support the development of technical requirements, scopes of work, cost estimate analysis, and schedules for A/E services.

· Track construction progress, submittals, permit applications, file organization, and invoicing as part of a larger team.

· Attend weekly project progress meetings and monthly program meetings to assess schedule progress and identify project risks.

· Work independently to gather requirements and data from project managers or clients, ensuring complete and timely submissions.

· Maintain construction administration data in Excel and web-based software, utilizing these for metrics and briefings.

· Assist Project Managers in developing and tracking project lifecycle milestones to ensure timely delivery of the Government construction program.

· Prepare project status briefings, performance metrics, and well-written technical reports for Government leadership and program managers.

Minimum Qualifications, Knowledge, Skills, and Abilities:

Required:

· Bachelor of Science in Business, Engineering, Construction, or other related field from an ABET and 5 or more years of relevant construction / engineering work experience OR 2-year associate degree in a construction related field and 10 years of experience OR 12 years of relevant construction/engineering experience.

· Must have experience working with Intelligence Community Standard (ICS) 705-1 for SCIF facilities.

· Must be a U.S. Citizen with permanent residence in the U.S. for at least 3 years.

· Must be able to pass and maintain a Public Trust clearance (HSPD-12 fingerprint background check).

Preferred:

· Pentagon WHS experience is highly sought after.

Physical Requirements: 

The physical demands required of this position described here are of those that must be met by the selected employee to successfully perform the essential functions of this job daily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

  1. Must be required to occasionally move and lift 20-30 pounds.
  2. Must be able to climb, erect and maintain balance on a 30-40 pound ladder.
  3. Must be able to remain in a stationary computer position for extended periods of time.
  4. Must be able to walk up to 3 miles per day between buildings.
  5. Must be able to stand for extended periods
  6. Must be willing to work in external environments of rain, high heat and significant cold.
  7. Must be able navigate active construction sites containing uneven ground, debris, and active construction hazards such as sharp objects, electrical hazards, and potential fall hazards.
  8. Must be able to occasionally go into confined spaces and crawl

 Work Setting/Environment/Travel Requirements:

  1. This job operates in active construction environments and professional office environments. 

The position requires an eight (8)-hour workday performed between 0700 (7AM) and 1700 (5PM), Monday through Friday. employees are expected to arrive between 0700 (7AM) and 0800 (8AM). Employees cannot depart till after 1600 (4PM); limited flexibility in daily start and end times is available based on project demands
