The Program Analyst will provide analytical and consultative support throughout all phases of program planning, business requirements analysis, implementation, and continuous process improvement. This individual will work closely with Government stakeholders to analyze business processes, identify opportunities for improvement, evaluate program performance, and help ensure organizational objectives are successfully achieved.

Background

Ardent Eagle Solutions (AES) is seeking a Program Analyst to support the Department of Commerce (DOC), Office of the Chief Information Officer (OCIO), Office of Compliance and Oversight (OCO). OCO provides department-level leadership and governance for the Department's information technology investments, ensuring IT resources are effectively managed to support agency mission objectives, improve operational efficiency, and drive modernization initiatives.

The Program Analyst will support business process improvement initiatives, requirements analysis, program management activities, and the translation of business needs into technical solutions supporting enterprise IT governance.

Responsibilities
  • Analyze existing business processes and recommend improvements to increase operational efficiency.
  • Translate business requirements into clear, actionable technical requirements for implementation teams.
  • Support business process analysis, system design, implementation, and continuous improvement efforts.
  • Review program budgets, schedules, resource allocations, and project documentation to identify risks and resource constraints.
  • Assist Government stakeholders in gathering, documenting, and validating business and system requirements.
  • Participate in requirements analysis sessions and provide recommendations supporting program objectives.
  • Monitor project progress and identify potential issues, risks, and corrective actions.
  • Review software, system integration, and testing activities to ensure solutions align with business requirements.
  • Research policies, regulations, and technical documentation to support program initiatives.
  • Prepare reports, briefings, and other analytical products supporting Government leadership.
  • Contribute to weekly and monthly program reporting as required.
Qualifications
  • Minimum of 4 years of relevant professional experience supporting program management, business analysis, systems analysis, process improvement, or related consulting activities.
  • Experience analyzing business processes and documenting functional requirements.
  • Demonstrated ability to identify risks, recommend corrective actions, and support project execution.
  • Experience reviewing project schedules, resource utilization, and program performance metrics.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to collaborate effectively with both technical and non-technical stakeholders.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Ability to obtain and maintain any required Department of Commerce suitability determination.

Preferred Qualifications

  • Experience supporting Federal Government programs.
  • Experience supporting enterprise IT modernization initiatives.
  • Familiarity with business process improvement methodologies.
  • Experience developing functional requirements or supporting system implementation efforts.
  • Experience supporting OCIO, governance, compliance, or IT investment organizations.
Education
  • Bachelor's degree in Business Administration, Information Systems, Computer Science, Public Administration, Management, or a related discipline.
  • Four (4) years of directly related professional experience may be considered in combination with education where appropriate, consistent with contract requirements.
Location and Work Hours

This position supports the Department of Commerce, Office of the Chief Information Officer (OCIO).

Work may be performed at the Government facility, an approved contractor location, or another Government-approved worksite. Telework may be authorized on a case-by-case basis in accordance with Government direction.

Work Schedule

  • Monday through Friday
  • 8:00 AM - 4:30 PM Eastern Time
  • Standard federal business hours
  • No travel is anticipated for this position.
Compensation

Salary Range: $75,000 - $85,000 annually

Compensation will be commensurate with the selected candidate's qualifications, relevant experience, and overall fit for the position.
