Description

The Leidos National Airspace Systems (NAS) Integration Contract (NISC) Support Program is looking for a senior level Program Analyst to provide executive operation support for the Federal Aviation Administration's (FAA) Strategy and Engagement Organization (ASE). This is on-site, based out of the Washington DC Metropolitan area.

Specifically, this work provides executive level program analysis support for ASE executive leadership and senior management. The work directly supports the FAA’s safety mission and statutory requirements across multiple functional areas including safety oversight, security, and FAA Reauthorization implementation activities.

Primary Responsibilities

  • Serve as a primary point of contact for internal and external stakeholders across FAA, Department of Transportation (DOT), and other federal agencies.
  • Support executives and program technical actions for the FAA Chief Strategy and management team, including logistical support, administrative briefings, and urgent action items.
  • Ensure work is compliant with FAA and ASE policies, orders, and guidelines, and that work products are completed timely, accurately, and within the scope of work.
  • Conduct in-depth research and analysis to lead and/or support FAA staff with special projects and routine tasks. Provide analytical input for management briefings and program reviews.
  • Use independent judgment and expertise to evaluate performance metrics, support expense tracking, and provide decision-making analysis to leadership.
  • Interface with the FAA on all matters related to program costs, schedules and technical performance and provide detailed updates.
  • Compile and complete project documents, prepare required reports that highlight the major work completed by the organization, and prepare draft briefings to executive management, as required.
  • Directly responsible for the business operations of ASE to include full lifecycle meeting facilitation, logistical coordination for engagement sessions, and monitoring the office mailbox.
  • Directly responsible for the development and finalization of all documents delivered to the Chief Strategy Officer, internal and external stakeholders, as well as Congressional hearings.
  • Utilize internal systems (e.g., SharePoint, Outlook, Teams, E2, Concur, or agency-specific tools) to manage workflows and communication.
  • Review, prepare, coordinate and manage domestic and international travel arrangements, including processing country clearances, travel authorizations, and expense vouchers while adhering to federal travel guidance and budget parameters.
  • Provide full logistical support for meetings and/or teleconferences of various sizes to include preparing support materials, reserving meeting locations, taking accurate meeting minutes, following up with summary notes/minutes or reports from meetings, preparing and distributing summary notes from prior meetings to key stakeholders and meeting participants, and other duties as assigned.
  • Maintain office files, records, and logs—ensuring that routed document packets are accurate, signed, as well as reviewed and/or approved.
  • Conduct calendar maintenance and appointment scheduling for FAA executive leadership, management, and team.

Basic Qualifications

  • BA degree and 8 – 12 years of prior relevant experience or Masters with 6 - 10 years of prior relevant experience. Sufficient relevant experience will be considered in lieu of a degree.
  • Excellent written communication skills are a must. This position requires the incumbent to proof, edit, and finalize official documents using independent discretion on completion and disbursement.
  • Ability to communicate to various levels of management, with the capacity to multi-task, strong organizational skills, budget adherence experience, and ability to organize meetings consisting of agency and external stakeholders with a broad range of specialties and interests including members from professional aviation organizations are required.
  • High proficiency in utilizing Microsoft Office applications to include Word, Excel, Teams, and PowerPoint.
  • Experience with editing and proofreading official documents.
  • Must be able to obtain and maintain Public Trust Security clearance.
  • Position requires in-person support five days a week, FAA or DOT Headquarters in Washington, DC. There is not a telework or remote option.

Preferred Qualifications

  • Prior experience working in federal government contracting.
  • Working knowledge of FAA systems.
