Job description

OVERVIEW

Construction Management, Inspection, and Closeout Services for structural, civil, electrical, and mechanical construction projects associated with the Tenant Construction and Application Program (TCAP).  Services include providing construction oversight, field inspection, technical coordination, quality assurance, and administrative support to ensure tenant projects are completed in accordance with approved plans and specifications, applicable permits and codes, safety requirements, and Port Authority Port standards.

RESPONSIBILITIES

  • Act as the day-to-day Construction Manager for assigned projects, reporting directly to the Resident Engineer.   
  • Assist the Resident Engineer in coordinating with Facility, operations personnel, and other stakeholders to ensure work progresses efficiently while minimizing impacts to operations.   
  • Develop a thorough understanding of the contract documents and assist the Resident Engineer in interpreting and applying contract provisions to administer the contract and enforce policies necessary for the successful completion of projects. 
  • Advise the Resident Engineer on contractor disputes and assist in resolving issues through established contractual and administrative processes.
  • Supervise and mentor field staff, ensuring they effectively monitor construction activities, verify proper installation of work, and maintain accurate and complete project documentation.
  • Review contractor submittals and Requests for Information (RFIs), ensuring field staff receive timely updates regarding contract requirements, revisions, and approved changes.
  • Review and approve daily field inspection reports and narratives to ensure accuracy and completeness.
  • Track classified work items, time-and-material (T&M) tickets, and other project records to maintain proper documentation and accountability.
  • Prepare Extra Work Order, Net Cost Change Order, Field Ordered Work, and associated cost estimates.
  • Review contractor payment applications for accuracy and contract compliance, assist the Resident Engineer in preparing monthly reports on project progress and financial status, and proactively identify and elevate potential risks or issues.

 

QUALIFICATIONS

Candidates must present the following qualifications to be considered eligible for this position: 

 

  • Bachelor’s degree in Civil Engineering from an accredited college or university.
  • Minimum of 10 years of experience inspecting construction work varying in size (projects ranging from $500K to $5M+) and complexity (multiple crews and crew sizes per shift).  
  • Possess a valid driver’s license.
  • Must be able to successfully obtain and maintain a Transportation Worker Identification Credential (TWIC),  badge, including passing all required security threat assessments, fingerprint-based criminal history records checks, and background investigations.
  • OSHA 30-hour Construction Safety certification required, with training in fall protection, Maintenance and Protection of Traffic (MPT), confined space entry, and permit-required confined space entry.
  • Willing to work weekends and night shifts when required.
  • Proficiency with eBuilder and Microsoft Office Suite, including Word, Excel, and Outlook.
  • Strong knowledge of construction management practices, contract administration, project documentation, and coordination with multiple stakeholders.
