PRIMARY FUNCTION
The Program Analyst will provide support to the Director of Programs and Senior Managers, and Program/Project Managers and Staff.
ESSENTIAL FUNCTIONS
  • Support the Director of Programs and Program Managers with all duties as assigned.
  • Performs qualitative and quantitative analyses with particular concentration in Budget/Risk Analysis using EVM techniques, management of cost, schedule, and performance metrics, report generation, interpretation and execution of milestone requirements, deliverables, and risk-identification and management techniques at both the project and program level.
  • Plan, establish and review contracts, programs, policies and procedures. Research and resolve contract issues.
  • Performs analyses and provides recommendations on matters related to contract performance.
  • Update and monitor overhead budgets.
  • Collects, analyzes and reports data.
  • Makes recommendations based upon quantitative and qualitative analyses

SUPERVISORY RESPONSIBILITIES
This position does not have supervisory responsibilities. This position has the responsibility and authority to carry out assigned tasks.
KNOWLEDGE, SKILLS, & ABILITIES:
  • Previous experience working within an EVMS environment.
  • Expertise in Deltek, Cost Point, COGNOS and COBRA.
  • Exhibit a thorough understanding of DoD FAR, DFAS CAS, DFARS, and GAGAS.
  • Proficient in the MS Office Suite, Microsoft Project, Excel, Access, Outlook, and Word.
  • Strong communication and organization skills.

QUALIFICATIONS:
BA/BS or currently enrolled or High School Diploma or Equivalent with 4-8 years' technical experience
WORKING ENVIRONMENT:
A fast paced multi-tasking customer service oriented environment requiring a high degree of efficient and effective performance. Adaptability regarding schedule and task changes is necessary to accommodate changing priorities. Overtime may be required.
