Hours per Week: 37.50
Project Overview: The client seeks to improve a constituent's experience while interacting with eligibility and enrollment processes across its various agencies through more efficient and collaborative processes. This project will, through a series of iterative improvements, knit the various processes together into an Integrated Eligibility and Enrollment program to provide constituents with a unified view of applying, managing, and being notified by Benefits programs.
Position overview: The role of the Senior Project Manager - Technical is to provide overall program management, coordination, and status reporting of program scope, activities, milestones, deliverables, schedules, budget, resources, and quality, based on the IE&E Roadmap.
Responsibilities:
  • Oversee maintenance of all required program artifacts and ensure timely completion of all deliverable documents including program management plan, detailed scope descriptions, program schedule, team organization chart, budget and cost tracking, issues and risk tracking, deliverable quality acceptance criteria, business requirements, technical requirements, program implementation plan, governance structure support and reporting, and document repository.
  • Monitor review and acceptance criteria for all project deliverables to ensure program objectives and business requirements have been satisfied and facilitate review sessions to validate acceptance of program deliverables and document necessary approvals or rejections and mitigations.
  • Communicate program vision, objectives, and status to project stakeholders including Program Sponsors, the project Steering Committee, Operations Working Groups as well as individual agency leadership staff through regular or periodic presentations and demonstrations. Update the IE&E Roadmap as changes are made through the Executive Steering Committee and/or through updated deliverables.
  • Prepare and provide program updates and status reports to Program Sponsors and the project Steering Committee.
  • Facilitate weekly status meetings with the program functional leads and teams.
  • Manage required procurement and resource allocation processes as approved by the Program Sponsors and Steering Committee.
  • Manage the relationship of the vendor(s) with the Program including deliverables review and signoff, status reporting, and participation in program teams as stipulated in Statements of Work under the vendor's contract with the program.
  • Ensure effective interaction and communication between the program business and technical teams and between the program teams and agencies to assist in managing program implementation.
  • Facilitate the program close-out phase and identify and document lessons learned.
  • Plan for and facilitate the transition of program operational and oversight responsibilities to resources as identified by the Program Sponsors.
  • Develop the IE&E Capital Budget to be reviewed and approved before submission.
  • Manage the ongoing implementation of the IE&E Noticing Solution for MH/Non-MAGI (MA21) in FY24 and implementations for MH/MMIS member notices and DTA Non-BDN in FY25/26.
  • Manage the implementation of the IE&E MyServices member/client and outreach partner portal in FY24/25
  • Submit an IAPD Update to CMS and FNS in calendar year 2025.

Skills:
  • Proven experience as a program/project manager in delivering large and complex successful projects with particular emphasis on enterprise applications.
  • Extensive business analysis and change management experience with large and complex software and business process implementations, particularly with enterprise applications that cross Secretariat and Executive Branch organizations.
  • Proven experience in program/project planning, organizing, team motivation, and delegation of tasks as appropriate to accomplish successful program outcomes.
  • Proven ability to work with senior-level leadership across a broad user and stakeholder landscape to build a shared vision and accomplish program/project goals.
  • Proven ability to work with Legislative Staff, Federal organizations (Center for Medicaid and Medicare (CMS), Food and Nutrition Service (FNS), Providers, and Advocate Organizations, and Commonwealth's Human Resources Division (HRD) and Collective Bargaining Organizations, on program/project goals, status, etc.
  • Excellent written, verbal, and interpersonal communication skills.
  • Excellent organizational skills and attention to detail.
  • Excellent documentation skills. Excellent time management skills.
  • Ability to work with tight deadlines in an ever-changing environment.
  • Able to collaborate as a strong team member in a fast-paced environment.
  • Able to integrate information from multiple sources to anticipate issues, devise solutions, and surmount challenges.
  • High degree of commitment, flexibility, self-motivation, self-confidence, and assertiveness.
  • Extensive hands-on experience with project management
  • Experience coordinating and/or supporting IT business processes.
  • PMP (Project Management Professional) Certification or equivalent
  • Exceptional Microsoft Outlook skills for meeting creation and communications.
  • Proficiency using Microsoft Project, Microsoft Office 365, Microsoft Teams, and Visio.
