Job description

The Environmental Program Specialist position with the New York Department of Environmental Conservation involves reviewing and conducting inspections of water quality permits (SPDES, CAFOs, stormwater), coordinating enforcement actions, evaluating grant applications, and conducting environmental sampling. The role is based in Avon, NY and is part of the NY HELPS program, which allows non-competitive appointment with future conversion to competitive status.

Key qualifications:
  • Four to six years of experience in environmental program policy development, implementation, and management (depending on level)
  • Experience developing, preparing, and managing procurement documents, contracts, or grants
  • Experience collecting data, performing policy analyses, and writing technical reports
  • Valid driver's license or ability to meet transportation needs
  • Ability to work in remote areas, adverse weather conditions, and lift objects up to 30 pounds
