You must meet the following requirements by the closing date of this announcement.
QUALIFICATION REQUIREMENTS:
SPECIALIZED EXPERIENCE: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband, IR-02, or grade in the normal line of progression in the Federal service. Specialized experience would include one (1) year of substantive supervisory or program management experience at the GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience must be sufficient to demonstrate:

  • Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight.
  • Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled.
  • Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled.
  • Collaborating and/or assisting with Enterprise Information Technology (IT) and Strategic Planning, Measures & Analysis (SPMA) to oversee the implementation of service-wide contracts that include computer equipment and employee profiling for system access.
  • Overseeing the software development life cycle, including the Federal Information Security Management Act (FISMA), to prioritize and manage the execution of projects and programs, including security.
  • Applying Balanced Measurement System and Appeals measurement to analyze varied data and implement divergent programs across multiple business units in tandem with Information Technology.
  • Applying Appeals policies and procedures to evaluate the quality of program goals and provide guidance in carrying out program strategies.
  • Planning and directing proposed business process improvements by leveraging information technology (IT) operational receptibilities, work processes, and related industry practices as it relates to IT services and its customers.
  • Monitoring program effectiveness through budgetary concepts and cost-benefit analysis techniques to recommend financially-sound operational changes.
  • Planning and scheduling work to be accomplished by subordinates, setting priorities and establishing work procedures based on employee experience and workload difficulty.
