Program Manager In Nonprofit Sector Jobs in Nevada

Project ReDirect, Inc. is seeking an experienced, highly accountable Program Manager to provide leadership and full operational oversight of its Jobs and Day Training (JDT) program in Las Vegas, Nevada.

This is a dedicated program-management position and is separate from the QIDP role. The Program Manager is responsible for the overall daily operation, staffing, service quality, regulatory compliance, participant safety, documentation, community integration, and performance of the JDT program.

The Program Manager will supervise and work collaboratively with QIDPs, Lead DSPs, Direct Support Professionals (DSPs), administrative staff, and other members of the interdisciplinary team to ensure individuals receive high-quality, person-centered services.

The successful candidate must be a visible, hands-on leader who is comfortable holding employees accountable, identifying and correcting deficiencies, communicating with regulatory agencies, and maintaining an organized and audit-ready program.

Essential Duties and Responsibilities

Program Operations & Leadership

• Assume primary responsibility for the day-to-day operation and overall performance of the JDT program.
• Maintain a consistent leadership presence within the program.
• Ensure appropriate staffing and supervision based on participant needs, census, authorized services, and regulatory requirements.
• Oversee daily participant attendance, staffing assignments, transportation, community activities, and program schedules.
• Ensure participants have meaningful opportunities for community integration, employment preparation, skill development, recreation, socialization, and increased independence.
• Monitor program capacity, enrollment, attendance, and utilization of authorized services.
• Identify operational deficiencies and implement timely corrective actions.
• Provide executive leadership with regular updates regarding program performance, staffing, incidents, census, compliance, and areas of concern.

Regulatory Compliance & Quality Assurance

• Maintain current working knowledge of applicable Nevada Aging and Disability Services Division (ADSD), Desert Regional Center (DRC), Medicaid, state, federal, and Project ReDirect requirements.
• Serve as a primary operational contact for DRC representatives, Service Coordinators, families, guardians, and other stakeholders.
• Maintain the program in a continuous state of readiness for DRC/ADSD reviews, inspections, investigations, and audits.
• Conduct routine internal compliance reviews.
• Ensure participant records, employee credentials, training records, service documentation, incident reports, and other required records are accurate, current, and audit-ready.
• Develop and oversee corrective action plans when deficiencies are identified.
• Track corrective actions through completion and verify that identified problems do not recur.

QIDP Oversight & Collaboration

• Provide operational supervision and direction to QIDPs assigned to the JDT program.
• Ensure QIDPs complete required participant monitoring, documentation, assessments, meetings, and follow-up activities within established timeframes.
• Work collaboratively with QIDPs to ensure services reflect each participant's Individual Support Plan (ISP), goals, preferences, and assessed needs.
• Establish clear responsibilities between program-management functions and QIDP clinical/programmatic responsibilities.
• Monitor QIDP performance and immediately address incomplete documentation, missed deadlines, or service-quality concerns.

Staff Management & Accountability

• Supervise Lead DSPs, DSPs, and other assigned JDT personnel.
• Establish clear performance, attendance, documentation, communication, and professional-conduct expectations.
• Conduct regular staff meetings and supervisory sessions.
• Monitor employee schedules, attendance, punctuality, call-outs, overtime, and staffing coverage.
• Conduct or participate in employee performance evaluations.
• Work closely with Human Resources regarding recruitment, onboarding, coaching, disciplinary actions, performance improvement plans, and terminations.
• Ensure employees maintain all required training, certifications, background clearances, and credentials.
• Identify training deficiencies and coordinate additional training when needed.
• Develop Lead DSPs and other high-performing employees for future leadership opportunities.
• Promote a culture of professionalism, teamwork, accountability, transparency, and respect.

Person-Centered Services & Community Integration

• Ensure services are driven by individual choice, preferences, strengths, needs, and goals.
• Ensure participants are actively engaged in meaningful activities rather than simply being supervised within the facility.
• Expand opportunities for community-based activities, volunteer experiences, employment readiness, social engagement, and independent-living skill development.
• Monitor progress toward participant goals and objectives.
• Work collaboratively with individuals, families, guardians, Service Coordinators, QIDPs, behavioral professionals, and other members of the interdisciplinary team.
• Ensure staff understand and appropriately implement ISPs, behavioral support plans, risk plans, and other individualized supports.
• Advocate for participant dignity, independence, choice, safety, and self-determination.

Incident Management, Health & Safety

• Ensure incidents are immediately addressed, documented, escalated, investigated, and reported in accordance with DRC/ADSD and Project ReDirect requirements.
• Ensure executive leadership is promptly notified of serious incidents, allegations, regulatory concerns, or other significant events.
• Review incidents and complaints for patterns, trends, and systemic concerns.
• Implement corrective measures when incidents identify deficiencies in staffing, supervision, training, documentation, or program practices.
• Ensure employees understand mandatory reporting obligations and requirements regarding abuse, neglect, exploitation, rights violations, and other reportable incidents.
• Maintain a safe environment for participants, employees, and visitors.
• Cooperate fully and professionally with regulatory investigations and requests for information.

Documentation, Billing Support & Performance Monitoring

• Ensure daily service notes and supporting documentation accurately reflect services provided.
• Monitor documentation completion and quality.
• Ensure documentation supports authorized services and applicable Medicaid billing requirements.
• Monitor participant attendance, service authorization, and utilization.
• Work collaboratively with administrative and billing personnel to address discrepancies before claims are submitted.
• Develop and monitor key program performance indicators, including census, attendance, staffing, overtime, incidents, documentation compliance, community participation, and service utilization.
• Provide regular operational reports to the Director of Operations and executive leadership.

Minimum Qualifications

• Bachelor's degree in Social Work, Psychology, Human Services, Special Education, Healthcare Administration, Business Administration, or a related field preferred.
• Minimum of three years of experience working with individuals with intellectual and/or developmental disabilities.
• Minimum of two years of supervisory, management, or program-leadership experience.
• Strong understanding of person-centered services and community-based supports.
• Demonstrated ability to supervise and hold direct-care employees accountable.
• Strong organizational, communication, documentation, and problem-solving skills.
• Ability to effectively manage competing priorities and respond to urgent operational situations.
• Strong computer and written communication skills.
• Valid driver's license and ability to satisfy all applicable background and regulatory requirements.

Strongly Preferred Qualifications

• Previous experience with Nevada ADSD and Desert Regional Center (DRC).
• Direct experience managing or supervising a Jobs and Day Training (JDT) program.
• Experience supervising QIDPs, Lead DSPs, and DSPs.
• Knowledge of Nevada IDD provider requirements.
• Experience with regulatory reviews, audits, investigations, and corrective action plans.
• Experience with incident management and quality assurance.
• Experience improving employee accountability, documentation compliance, and program performance.

Leadership Expectations

The JDT Program Manager is expected to own the operation of the program.

This is not a position in which the manager remains primarily in an office and delegates responsibility for the daily program to others. The Program Manager must maintain a visible presence, routinely observe services, interact with participants and employees, review documentation, identify problems, and ensure corrective action occurs.

The Program Manager is expected to make sound operational decisions, hold employees accountable, communicate concerns promptly, and ensure that executive leadership is never surprised by significant program, staffing, participant, or regulatory issues.

Director of Operations → JDT Program Manager → QIDP(s) → Lead DSP(s) → Direct Support Professionals (DSPs)

The JDT Program Manager has primary operational responsibility for the Las Vegas JDT program. QIDPs maintain their designated professional and participant-specific responsibilities while operating within the management structure of the JDT program.
