Job description

Clientmind Recruiting is seeking a Finance Manager to support a growing portfolio of government contracts. This role will serve as a key business partner to Program Management and Finance leadership, with primary responsibility for program financial management, CAS-compliant execution, and financial analysis in a government contracting environment.

This position bridges finance and operations, while corporate accounting, treasury, and audit ownership remain with the VP of Finance and Controller.

Key Responsibilities

Program Finance & FP&A

  • Lead program-level budgeting, forecasting, and estimate-to-complete (ETC) analysis
  • Partner with Program Managers to monitor cost, margin, funding status, and burn rates

CAS & Government Compliance

  • Serve as the day-to-day subject matter expert for operational Cost Accounting Standards (CAS) compliance
  • Ensure program cost allocations, labor charging practices, and indirect rate application comply with CAS, FAR, and DFARS
  • Support internal and external audits, including DCAA reviews, from a program finance and cost accounting perspective
  • Identify compliance risks and recommend process improvements in coordination with Finance leadership

Management Reporting & Decision Support

  • Prepare and present program-level financial analyses for executive leadership
  • Develop scenario modeling and what-if analyses to support strategic and operational decisions
  • Translate complex cost accounting and financial data into clear insights for non-financial stakeholders

Pricing & Proposal Support

  • Support pricing strategy through cost modeling, financial analysis, and indirect rate application
  • Validate pricing assumptions for CAS, FAR, and DFARS compliance in coordination with Finance and Contracts
  • Support forward pricing rate analysis and proposal audit inquiries as needed

Qualifications

  • 5–7+ years of progressive finance experience in a mid-size government contracting environment
  • Hands-on experience supporting full CAS compliance
  • Strong understanding of FAR, DFARS, indirect rate structures, and DCAA expectations
  • Advanced Excel and financial modeling skills
  • Ability to partner effectively with Program Management and cross-functional teams
  • CPA or MBA preferred
