Job description

For those who want to invent the future of health care, here's your opportunity. We're going beyond basic care to health programs integrated across the entire continuum of care. Join us to start Caring. Connecting. Growing together.

Optum Serve is dedicated to serving our nation's military and veterans. We have the honor to support federal agencies in their efforts to advance the United States health care system and improve the overall health and well-being of all those who serve or have served our country. Our health services are designed to help everyone live healthier lives.

Our Optum Serve IT team develops cutting-edge solutions that help people live healthier lives and help make the health system work better for everyone. From advanced data analytics and AI to cybersecurity, we use innovative approaches to solve some of healthcare's most complex challenges. To support this mission, OSIT has initiated a multi-year modernization program aimed at updating and enhancing enterprise technology systems in accordance with modern design standards

The Delivery Manager is a strategic and operational leader who partners closely with the Engineering Leader and Product Owner to ensure seamless product delivery, organizational alignment, and operational excellence.

You'll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.

Primary Responsibilities:

  • Delivery System Ownership & Metrics
    • Own the health of the delivery system for assigned product(s), with a primary focus on agile delivery metrics such as flow, predictability, throughput, quality, and team stability
    • Review delivery metrics daily across all feature teams within the product to identify trends, risks, and improvement opportunities
    • Use metrics to surface system-level issues, not to evaluate individual performance
    • Ensure metrics are visible, understood, and used to inform decision-making across Engineering and Product leadership
  • Continuous Improvement & Problem Solving
    • Facilitate continuous improvement activities at the product level, focusing on systemic bottlenecks, dependencies, and workflow inefficiencies
    • Partner with Scrum Masters in a matrixed model to investigate delivery challenges and identify root causes across teams
    • Develop clear, actionable improvement plans to address delivery risks, flow constraints, and predictability gaps
    • Actively inspect outcomes and adjust improvement approaches based on data and observed results
  • Leadership Partnership & Communication
    • Serve as a trusted delivery partner to the Engineering Leader and Product Leader, ensuring alignment between delivery execution, priorities, and capacity
    • Provide a weekly minimum delivery health update to Engineering and Product leadership, highlighting:
      • Overall system health
      • Delivery successes and positive trends
      • Areas requiring focused attention
      • Recommended improvement actions and support needed
    • Escalate systemic risks early and thoughtfully, bringing data, context, and proposed solutions
  • Agile Practice Enablement
    • Promote consistent, effective agile practices across teams while allowing for context appropriate execution
    • Coach leaders and teams on using metrics responsibly to improve outcomes and reinforce a culture of learning
    • Partner with Engineering Leadership on process and workflow improvements that improve delivery efficiency and sustainability
    • Support the evolution of delivery practices as products scale or change in complexity
  • Project Management (Product Scoped Initiatives)
    • Manage a set of small, product specific projects that support delivery effectiveness, team health, and operational maturity
    • Lead initiatives such as people movement coordination and training or development projects, ensuring clear scope, timelines, and outcomes
    • Ensure project execution remains within the boundaries of the product area, focusing exclusively on the teams, roles, and individuals aligned to that product
    • Coordinate dependencies, surface risks, and communicate progress to Engineering and Product leadership as appropriate
    • Apply lightweight project management practices to drive visibility, accountability, and follow through without introducing unnecessary process overhead

Key Skills & Attributes

  • Systems thinker - sees delivery as an interconnected system, not isolated teams
  • Metrics fluent - comfortable using data to tell a clear, balanced delivery story
  • Continuous improvement mindset - relentlessly focused on getting better, not assigning blame
  • Trusted partner - builds credibility through insight, consistency, and follow-through
  • Calm under pressure - able to surface risks and challenges constructively

You'll be rewarded and recognized for your performance in an environment that will challenge you and give you clear direction on what it takes to succeed in your role as well as provide development for other roles you may be interested in.

Required Qualifications:

  • 5 years of experience using agile delivery metrics to assess system health and drive continuous improvement
  • 5 years of experience working closely with software engineering teams in an agile delivery environment
  • Experience leveraging AI or automation tools within the software delivery lifecycle to improve quality, efficiency, or insight
  • Demonstrated solid analytical skills with the ability to identify patterns, risks, and improvement opportunities from delivery data
  • Proven ability to influence without authority and operate effectively in matrixed environments
  • US Citizenship
  • If you are offered this position, you will be required to provide extensive personal information to obtain and maintain a suitability or determination of eligibility for a Confidential/Secret or Top Secret security clearance as a condition of your employment

Preferred Qualifications:

  • Bachelor's degree or equivalent practical experience
  • Experience supporting multiple agile teams or products simultaneously
  • Background as a Scrum Master, Delivery Lead, or Program Delivery role
  • Demonstrated solid facilitation skills, particularly for retrospectives, improvement workshops, and leadership discussions
  • Proven excellent written and verbal communication skills, with the ability to tailor messages for technical and non-technical audiences
  • Proven self-directed, outcomes-oriented, and comfortable operating with minimal day-to-day guidance

*All employees working remotely will be required to adhere to UnitedHealth Group's Telecommuter Policy

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $91,700 - $163,700 annually based on full-time employment. We comply with all minimum wage laws as applicable.

Application Deadline: This will be posted for a minimum of 2 business days or until a sufficient candidate pool has been collected. Job posting may come down early due to volume of applicants.
