Job Summary

Black & Veatch is seeking a Project Management Consultant (PMC) Project Manager to support Owner's Representative Project Management for complex energy and mission-critical infrastructure programs. 

This role is home office-anchored, providing project management, integration, and controls leadership across a portfolio of projects, with targeted on-site engagement during key execution phases. The position supports multi infrastructure solutions including, but not limited to data centers, industrial/manufacturing, substations, BESS, water treatment/water supply, and onsite generation programs, requiring cross-sector expertise in large-scale infrastructure delivery. 

The PMC Project Manager serves as a trusted advisor to the client, ensuring alignment, integration, and execution assurance across engineering, procurement, construction, commissioning, and turnover-without performing EPC or construction directly. 

Key Responsibilities

Home Office Project Leadership & Integration

  • Lead project-level coordination, governance, and decision support from the home office
  • Serve as a strategic advisor to the client and shareholders on execution approach, risk, and performance 
  • Drive alignment across multi-project portfolios, stakeholders, and delivery partners 

Project & Program Oversight  

  • Oversee scope, schedule, cost, risk, quality, and safety across concurrent projects
  • Coordinate complex interfaces across power generation, electrical infrastructure, and mission-critical facilities
  • Support integrated delivery across EPCs, OEMs, and contractors
  • Program Controls & Reporting

Partner with home office and client teams to maintain:  

  • Integrated Master Schedules  
  • Cost forecasts, commitments, and change management logs
  • Risk registers and mitigation strategies
  • Deliver consistent, executive-level reporting and insights
  • Commercial & Risk Management
  • Support change management, claims avoidance, and commercial alignment
  • Identify and mitigate program risks across both data center and generation scopes

Commissioning & Closeout 

  • Coordinate integrated commissioning and turnover strategies
  • Support transition to operations, documentation closeout, and lessons learned 

Staffing Model / Work Environment 

  • Primarily based in the Black & Veatch home office, supporting multi-project programs
  • Augmented by targeted on-site visits during critical execution phases
  • Works in close coordination with site management, controls, and discipline SMEs
  • Role evolves across project lifecycle (development execution commissioning) 
Preferred Qualifications
  • Bachelor's degree in Engineering, Construction Management, or related discipline 
    OR 
    15+ years of equivalent field experience in complex infrastructure project execution 

  • Minimum 12 years of progressive experience in large-scale infrastructure or energy projects 

  • Demonstrated experience in Owner's Representative, PMC, or client-side program roles 

Minimum Qualifications
  • Mega-project execution in large energy infrastructure 

    Mission-critical or data center delivery

    Program-level coordination across multiple contractors, EPCs, and stakeholders 

    Home office project management and controls leadership (schedule, cost, risk) 

    Construction oversight, commissioning, and turnover support
