Program Controls Manager information

What is a program controls manager?

Program Controls Managers are professionals responsible for overseeing the planning, monitoring, and controlling of project schedules, budgets, and resources within large programs. They ensure that all aspects of a program align with organizational objectives, identify and mitigate risks, and provide regular performance reports to stakeholders. Their role often involves coordinating with project managers, finance teams, and executives to maintain effective program governance and deliver successful outcomes.

How does a program controls manager typically collaborate with project managers and stakeholders to ensure project success?

A Program Controls Manager works closely with project managers, financial analysts, and key stakeholders to establish baseline schedules, monitor progress, and manage budgets. They facilitate regular meetings to review project performance, identify risks, and implement corrective actions. Clear communication and the ability to interpret complex data are essential, as the role often involves translating technical and financial information into actionable insights for various teams. This collaborative approach helps ensure that projects stay on track and meet organizational objectives.

Strong analytical thinking, attention to detail, and effective communication skills enable successful coordination with stakeholders and teams. These abilities are crucial for ensuring projects are delivered on time, within budget, and according to scope and quality standards.

We are seeking a Project Manager to support the delivery of LANL's ERP Modernization effort, specifically within the supply chain and manufacturing workstream, in a complex, matrixed program environment. This role operates under the guidance of the Program Manager and serves as the primary coordination point between supply chain, manufacturing, functional teams, program leadership, and vendors to ensure project outcomes are achieved within scope, schedule, and budget.

This is a hands-on delivery role suited for a motivated project management professional who brings strong organizational skills, clear communication, and the ability to work effectively across business and IT teams. We are looking for a solid project manager who can ramp up quickly and deliver results.

TOP 3 MUST-HAVE CAPABILITIES

  • Demonstrated ability to manage projects of low-to-moderate complexity through the full project lifecycle - initiation, planning, execution, monitoring, and closeout.
  • Strong organizational skills with the ability to maintain project plans, track milestones, manage scope, and keep teams aligned with program controls and governance expectations.
  • Clear, professional communication skills - able to translate technical concepts for non-technical audiences and engage effectively with functional leads, business owners, and program leadership.

KEY RESPONSIBILITIES

  • Manage and ensure the timely completion of multi-discipline supply chain and manufacturing projects of low to moderate complexity and scope.
  • Provide leadership throughout the full project lifecycle using appropriate project management methodologies and tools.
  • Oversee project teams in planning, tracking, and execution; facilitate transfer of operations and maintenance activities at project completion.
  • Develop and maintain project charters, project management plans (PMPs), schedules, and other technical documentation to a professional standard.
  • Coordinate activities of supply chain, manufacturing, and technical personnel and collaborate with relevant staff on delivery of specific products and projects.
  • Identify, document, and manage project-level risks, issues, and dependencies; escalate cross-workstream or program-level impacts as needed.
  • Partner with customers to define expectations, solve problems, and establish mutual responsibilities.
  • Coordinate with business owners, functional SMEs, and technical teams to support readiness and adoption.
  • Translate project management concepts into accessible language for diverse audiences both within and outside of supply chain/manufacturing.

Requirements

MINIMUM REQUIREMENTS

  • Bachelor's degree in computer science, Information Systems, or a related field preferred, and 4+ years of project management experience; or an equivalent combination of education and experience directly related to project delivery.
  • PMP, Scrum Master Certification (CSM), SAFe, or equivalent Agile credential.
  • Excellent communication and leadership skills with demonstrated problem-solving and conflict-resolution ability.
  • Working knowledge of supply chain and manufacturing environments, ERP systems, and relevant methodologies, tools, and processes.
  • Ability to produce professional project charters, project plans, and other technical and project documents.
  • Ability to partner with customers to solve problems while defining expectations and mutual responsibilities.
  • Ability to translate project management terminology for both technical and non-technical audiences.
  • Strong organizational skills and attention to detail with the ability to manage competing priorities.
  • Proficiency with standard project management tools (e.g., MS Project, Jira, or equivalent).

PREFERRED QUALIFICATIONS

  • Experience leading diverse development teams across different organizational contexts (varying team sizes, co-located vs. distributed, Agile vs. Waterfall).
  • Experience working in a hybrid methodology environment (Agile and Waterfall combined).
  • Experience in technical writing, editing, and preparing and delivering formal and informal presentations.
  • Familiarity with project management in government, federal agency, or regulated industry environments.
  • DOE "Q" security clearance or eligibility to obtain one is a plus but not required.

IDEAL CANDIDATE PROFILE

  • Highly organized with the ability to balance detailed task execution with broader program alignment.
  • Strong sense of ownership and accountability for delivery outcomes.
  • Comfortable navigating ambiguity and driving clarity across teams.
  • Proactive, collaborative, and effective at building strong partnerships across business, IT, and vendors.
  • Able to onboard quickly and operate with limited direction in a fast-moving program environment.

WORK LOCATION & ENGAGEMENT DETAILS

Engagement Type: Contract

Duration: 6-month initial contract with extension potential

Location: Hybrid flexible location; candidates should be able to work within a reasonable commute or travel cadence as required by program needs.

This position offers flexibility in work location to attract the strongest candidates. Some onsite presence may be required periodically based on program milestones and team activities.

Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
