What you'll do

We are thrilled to announce an exciting opportunity for a Sr. Program Control Analyst to join our dynamic Government Services team in Carlsbad, CA! This is a hybrid, site-based role that offers the perfect blend of office collaboration and remote flexibility. Employees will work from our Carlsbad office at least 3 days (60%) per week within a standard five-day workweek, with the remaining days worked remotely. This role will report to the Program Control Manager. This is an exciting opportunity to support a new program from inception, and act as business partner to the PM. 
As a Senior Program Control Analyst, you will play a critical role by supporting the planning, tracking, analysis and reporting of various types of programs.  You will collaborate with the program team to create, maintain and status program schedules in MS Project.  You will integrated schedule updates from subcontractors monthly.  You will act as key advisor to the PM and will influence good decisions for the program, company, and customer. You will be responsible for establishing and maintaining the Cost Baseline and Estimates at Complete.  You will track program costs across multiple colors of money/funding sources.  Your attention to detail will allow you to analyze schedule impacts, perform “what if” scenarios and help to develop recovery plans utilizing Critical Path methodologies and other metrics.  You will leverage your knowledge of Earned Value Management to provide performance information to the program team.  Working across our dynamic Program Control team, you will interface daily with Program Managers, finance personnel, functional groups and engineering staff in a team environment specifically designed to achieve program and professional success.


The day-to-day
  • Integrated Master Schedule (IMS) Management: Maintain and update the program critical path, 60–90 day lookaheads, resource allocation, and staffing needs. Perform routine schedule health checks and incorporate approved changes to ensure baseline integrity.

  • Cost Control & EVM Tracking: Conduct Earned Value Management (EVM) analysis against the cost baseline. Track program funding, deliver monthly cost forecasts, identify variances, and recommend corrective actions to prevent cost overruns.

  • Risk & Interdependency Mitigation: Analyze schedule and cost performance to identify critical risks, delivery bottlenecks, and cross-project interdependencies. Develop and document actionable mitigation plans.

  • Team Facilitation & Reporting: Lead collaborative schedule reviews and status meetings. Capture performance metrics, highlight key accomplishments, and drive team resolution on risks and outstanding action items.

  • Ad-Hoc Program Support: Provide hands-on assistance to the program team for custom scheduling, cost estimating, and financial control requirements.


What you'll need
  • Experience: 10+ years of relevant experience as a Program Control Analyst, Program Scheduler, or Program Finance Analyst.
  • Education: Bachelor’s degree in business, finance, or a relevant technical field.
  • Earned Value Management (EVM):

    • Mastery of EVM principles and comprehensive knowledge of EVMS Guidelines and the DoD EVMSIG.

    • Experience supporting full EVM programs, including Integrated Baseline Reviews (IBRs) and cost/schedule deliverables.

    • Experience generating IPMR/IPMDAR reports for customer submission.

    • Hands-on experience developing Work Authorization Documents (WADs), Control Account Plans (CAPs), and Variance Analysis Reports (VARs).

  • Technical Skills:

    • Advanced MS Excel proficiency.

    • MS Project scheduling experience within a high-tech engineering environment.

    • Strong MS PowerPoint skills.

  • Program & Financial Management:

    • Track record of managing programs with multiple funding sources.

    • Proven leadership in problem-solving, performance analysis, and applying program management principles to achieve business goals.

  • Soft Skills: Excellent teamwork, organizational skills, and strong attention to detail.

  • Citizenship & Clearance: U.S. citizenship required (U.S. government position); must have the ability to obtain a U.S. Secret Clearance.
  • Travel: Up to 10% travel required.

    • Strong understanding of Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS).  

  • Scheduling: Proven experience creating and managing production schedules.

Salary range
$119,000.00 - $188,500.00 / annually.For specific work locations within San Jose, the San Francisco Bay area and New York City metropolitan area, the base pay range for this role is $148,500.00- $222,500.00/ annually
