Summary
This position is part of the Department of War (DoW), Missile Defense Agency (MDA). The incumbent will serve as an Event Mission Director, a functional and technical operations support to the Missile Defense System (MDS) in the management and execution of Training and Exercise (TREX) events and operational requirements.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a Program Analyst at the NH-0343-3 broadband level, some of your typical work assignments may include:
  • Lead and provide comprehensive support across the planning and execution of events within the Training and Exercise (TREX) Joint Exercise Life Cycle (JELC), including managing stakeholders, requirements, personnel, digital integration of federated simulations, equipment, and budgets, and event risk.
  • Facilitate the coordination of integrated and federated simulations alongside training and exercise events (to include hardware-in-the-loop with allies and partners) across the MDA, Joint Staff, Combatant Commands, and Services.
  • Assist in the development and execution of best practices, tools, and training while monitoring the TREX JELC to identify the need for new or revised policies, ensuring high-quality test and evaluation standards.
  • Review and analyze studies to ensure methodologies are valid, alternative strategies have been considered, and conclusions are analytically sound. This involves conducting comprehensive studies for rapid responses to urgent internal and external inquiries, analyzing trade-off relationships to provide critical data for timely decision-making under conditions of uncertainty.

  • Employee must be able to obtain/maintain a Top Secret/Sensitive Compartmented Investigation (TS/SCI) clearance

Qualifications
You may qualify at the NH-03 Broadband Level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below and must meet 3 of the 5 specialized experience listed below to be qualified:
  • Experience planning and analyzing developmental and operational training, exercises, and test events to demonstrate weapon system effectiveness, suitability, survivability, and Warfighter utilization.
  • Experience managing resource infrastructure, logistics, and property accountability and overseeing Live, Virtual, and Constructive (LVC) modeling, simulation, and execution.
  • Experience managing test organizational policies and integrating responses for high-priority inquiries from Congress or the Government Accountability Office (GAO).
  • Experience supporting the planning and execution of weapon system cybersecurity requirements.
  • Experience providing wargame and exercise support to the Joint Staff, Combatant Commands, and Military Services to improve interoperability in contested environments.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

ACQUISITION POSITION: This position requires Acquisition Workforce Level Foundational in Test and Evaluation. Certification prior to hiring is not essential but must be accomplished within 36 months after entry into this position.
