Job description

These positions are available throughout various USMS Districts in the Continental US (CONUS).
The selectee of this position serves as a Financial Specialist. You will be responsible for analyzing existing District procedures to identify more efficient and effective methods for accomplishing program objectives and recommending changes/improvements to District management.
Duty location will be determined at the time of selection.
Pay will be determined based on duty location.Qualifications:GS-9 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 grade level is required to meet the time-in-grade requirements for the GS-9 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
You may qualify at the GS-0501-9 level, if you fulfill one of the following qualifications:
A. Specialized Experience: One year (12-months) of full-time specialized work experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to:1) Reviewing financial obligations and expenditures; 2) Conducting audits of individual accounts, vendors, etc.; 3) Assisting management on financial planning and management of funds; and 4) Utilizing electronic financial systems for receipt and disbursement of funds for a variety of accounts. (Note: Your resume must CLEARLY demonstrate this experience.)
OR
B. Education: A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Business Management, Finance, Accounting, etc. (Note: You must attach a copy of your transcripts.)
OR
C. Combination of education and experience: A combination of education and experience as listed above. (MUST SUBMIT TRANSCRIPTS).
GS-11 TIME IN GRADE REQUIREMENTS:

Education: A Ph.D. or equivalent doctoral degree in an accredited or pre-accredited college or university; 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.M., if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Business Management, Finance, Accounting, etc. (Note: You must attach a copy of your transcripts.)
