About the Role:

The FEMA NISTAC Badged General Planner plays a critical role in supporting the Federal Emergency Management Agency's mission to prepare for, respond to, and recover from natural and man-made disasters. This position involves comprehensive planning and coordination efforts to develop, evaluate, and implement emergency management strategies and operational plans. The planner will work closely with multiple stakeholders, including federal, state, local, tribal, and territorial partners, to ensure alignment with national preparedness goals and compliance with regulatory frameworks. The role requires maintaining a high level of security clearance and adherence to NISTAC standards to handle sensitive information responsibly. Ultimately, the planner contributes to enhancing the nation's resilience by ensuring that emergency plans are robust, actionable, and continuously improved based on evolving threats and lessons learned.

Minimum Qualifications:

• Active NISTAC badge or eligibility to obtain one.
• Experience in emergency management planning, preferably within a federal agency or related environment.
• Strong knowledge of FEMA policies, procedures, and the National Response Framework.
• Ability to obtain and maintain a federal security clearance.
• Excellent written and verbal communication skills.

Preferred Qualifications:

• Advanced degree in Emergency Management, Public Administration, Homeland Security, or a related field.
• Experience working directly with FEMA or other federal emergency management organizations.
• Familiarity with federal grant programs and funding mechanisms related to emergency preparedness.
• Proficiency in using planning and project management software tools.
• Demonstrated ability to lead multi-agency planning efforts and coordinate complex projects.

Responsibilities:

• Develop, review, and update emergency management plans and procedures in accordance with FEMA and NISTAC guidelines.
• Coordinate with interagency partners and stakeholders to integrate planning efforts and ensure consistency across jurisdictions.
• Conduct risk assessments and capability analyses to inform planning priorities and resource allocation.
• Facilitate training exercises and simulations to test and validate emergency response plans.
• Maintain compliance with security protocols related to NISTAC badging and handle classified or sensitive information appropriately.
• Provide expert advice and technical support to leadership on planning initiatives and emergency preparedness strategies.
• Document and report on planning activities, progress, and outcomes to support continuous improvement.
