BluePath Labs is seeking a Secretcleared TechSolutions Program Technical Specialist to support the Office of Naval Research Global (ONR Global) TechSolutions Program. This position provides U.S. Navy Science & Technology (S&T) technical support services, including technical evaluation of prototype proposals, rapid technical analysis, and coordination with Navy, Marine Corps, and NR&DE stakeholders to enable informed decisions regarding prototype technology investments and transition to the Fleet and Force.

Work Description:

The Technical Specialist supports the ONR Global TechSolutions Program by evaluating prototype proposals, conducting technical analysis, and enabling rapid technology development for the Fleet/Force. The role requires technical expertise and operational experience to validate, develop, and transition solutions. This role requires rapid technical assessment and stakeholder coordination, including fivebusinessday analysis and briefing timelines and onebusinessday proposal distribution requirements. Technical evaluations emphasize quantitative, modelbased assessment of maturity, feasibility, and operational relevance.

Responsibilities: The TechSolutions Program Technical Specialist will support tasks such as:

  • Recommend validation steps to mathematically quantify the value of new technology requests received from the Fleet/Force.
  • Network with ONR Program Officers, ONR Global Science Advisors, other technology SMEs, and NR&DE developers to assess the current state of requested technologies.
  • Schedule and execute validation meetings within five (5) business days to deliver briefings on the state of technology development to warfighters, ONR SMEs, and stakeholders in order to validate operational need.
  • Conduct technical analysis within five (5) business days to determine whether a technology solution already exists, is emerging, or requires development.
  • Provide technical analysis to mathematically quantify technology maturity across commercial industry and Government solution providers.
  • Conduct technical inquiries with NR&DE developers, S&T SMEs, ONR HQ Program Officers, ONR MILDEPs, and ONR Codes to identify research activities or existing development aligned with TechSolutions requirements.
  • Provide technical analysis of proposals and white papers and mathematically validate the research that has been conducted.
  • Coordinate with technical stakeholders to collect verbal and/or written evaluations for each new TechSolutions request.
  • Coordinate with ONR SMEs to document stakeholder technical positions and post data to the TechSolutions online portal.
  • Execute distribution of white papers and proposals within one (1) business day of solicitation closure to designated evaluation team members.
  • Coordinate with ONR HQ and the ONR Global Knowledge Management Team to post written award summaries on the TechSolutions blog capturing the Who, What, Where, When, Why, and How of each project.
  • Update TechSolutions blog content weekly by documenting active projects, technical highlights, achievements, and transition success stories.
  • Evaluate project reports for technical deficiencies and coordinate with Principal Investigators to resolve missing or deficient reports.
  • Ensure the most current project report information is posted to ONR HQ shared drives and the TechSolutions Web Portal.
  • Collect, review for accuracy, and distribute Monthly Technical Reports, ensuring reporting deadlines are met and technical progress aligns with approved schedules.
  • Solicit input from and coordinate with ONR Reserve Component, ONR Command Master Chief, and TechSolutions leadership to document outreach plans and engagement events.
  • Capture and document engagement outcomes, including participants, locations, dates, new requests generated, and results, and report outcomes to TechSolutions leadership.
  • Research strategic guidance issued by Navy and Marine Corps leadership relating to operational priorities.
  • Conduct technical evaluations to align the TechSolutions portfolio with Navy and Marine Corps strategic guidance.
  • Represent the TechSolutions Program at program officer portfolio reviews, technical exchange sessions, planning meetings, and other forums requiring technical representation.
  • Ability to perform technical proposal evaluation, conduct quantitative technical analysis, and professionally engage with warfighters, acquisition sponsors, and S&T developers.

Minimum Requirements:

  • Bachelor's degree from an accredited college or university in civil, mechanical, materials, or industrial engineering, or a closely related engineering or physical science discipline.
  • Seven (7) or more years of experience in U.S. Department of Defense Science & Technology development.
  • Documented prior service in one of the following operational roles:
    • U.S. Navy Surface Warfare Officer
    • U.S. Navy Submarine Officer
    • Pilot in Command of a U.S. Navy or U.S. Marine Corps tactical aircraft
  • Active Secret U.S. Government security clearance at time of contract award.

Desired:

  • Minimum of two (2) years of experience working in a Department of the Navy Acquisition Program Office or Systems Command (SYSCOM).
  • Working knowledge of the Naval Research and Development Establishment (NR&DE) community.
  • Experience developing technical summaries, program blogs, and webbased content supporting S&T programs.
