Job description

JOB DESCRIPTION

Genex Systems is seeking experienced Engineering Operations Technicians to support the Federal Highway Administration's (FHWA) Western Federal Lands Highway Division (WFLHD) in Vancouver, WA. Please note that we are seeking candidates available for immediate hire.

The Engineering Operations Technician performs non-routine tasks, including development, analysis, coordination, interpretation and presentation of the following: contract task orders, Critical Path Method schedules, interagency agreements, plans and specifications, project and contract documentation and records, and contractor claims.

By applying knowledge and judgment to data compilation and analyses, the Technician selects and adapts standard procedures and applies precedents to prepare project plans, task orders, or other documents related to the project management process and necessary to deliver the projects.

The Technician analyzes and performs the work and contacts personnel in related activities to resolve problems. Independently inspects project documentation, construction records, and materials submittals.

The Technician uses judgment, critical thinking and initiative to determine the approach or action to take in non-routine situations. In addition, the Technician interprets policies, precedents, and practices that may be applicable to changing situations. As necessary, the Technician drafts revised procedures due to changes in work flow or system upgrades. Higher level Technicians may be required to train and or assist lower level technicians.

Job Requirements:
  • A minimum of an Associate's Degree in Civil Engineering Technology or related degree or equivalent course credits towards a related degree, AND at least three year's progressive experience working in construction project administration for a general contractor or for a Civil Engineering, Architectural, or Construction Project Management agency/firm, with at least one year experience supporting Local, State or Federal construction projects.
  • Thorough knowledge of civil engineering and project management concepts, business practices, industry terminology, design and construction project scheduling.
  • Experience with database application and data records management, document controls, complex spreadsheets, databases, and financial management.
  • Demonstrable skill analyzing, planning, and coordinating business activities.
  • Experience with utilizing, inputting data and extracting reports from industry scheduling and project management information system software.
  • Experience monitoring project budgets, running reports, and working with managers to reconcile costs and expenses.
  • The ability to compute and analyze data and prepare recommendations or conclusions.
  • Experience preparing and reviewing architect/engineering or similar invoicing and billing
SPECIFIC DUTIES
  • Project Management Support
    • Maintain a high level of customer service.
    • Perform all tasks necessary to develop scoping, project planning, change control and other delivery documents, except those tasks which are inherently
      governmental.
    • Perform tasks in support of the development, execution, modification, and closure of contracts, task orders, BPA calls, and reimbursable agreements, except those tasks which are inherently governmental.
    • Manage database entry and reporting of project management and WFL business data using programs such as Microsoft Access, Microsoft Excel, and Oracle. Run reports from existing databases. Perform testing of programs.
    • Utilize Primavera (P6) scheduling software to assist project managers with schedule preparation, data input, project status updates, and to run and distribute reports.
    • Review schedules and budgets to identify problem areas, inefficiencies, and possible recovery actions.
    • Compute and analyze data and prepare recommendations or conclusions.
    • Prepare correspondence, transmittals, reports, and documents that require some understanding of technical, project and management matters, and ensure distribution both internally and with partners.
    • Attend contract negotiations and prepare summary of negotiations. The technician will not engage in negotiations.
    • Assist project managers with account tracking and reclassification for funding transfers.
    • Track and manage data entry and reporting from various sources including internet, monthly reports, verbal discussion and various other internal and external information data systems
    • Maintain branch and project records and electronic files. Includes photocopying, scanning, distributing, reviewing, organizing and tracking documents.
    • Perform miscellaneous computations.
    • Assemble construction contract, task order and reimbursable agreement support packages, including electronic procurement requests, standard forms, and other documents as required. Route, distribute and track for engineering records.
    • Attend project management and quality action team meetings. Maintain up-to-date notes, training matrix, calendars, and course agendas.
    • Gather and compile information for special projects.
    • Create and maintain complex computer generated spreadsheets to track and manage information.
    • Assemble and prepare reports for the project managers, functional managers, Branch Chiefs and Division Management.
    • Coordinate project websites and prepare other materials for the public.
    • Provide monthly project budget reports and project reporting analysis to the Project and Functional Managers and the Project Management Branch Chief.
    • Provide budget planning data to the Project Management Branch Chief and input annual overhead, training, and equipment budget into P6.
    • Coordinate kickoff, milestone, field review, and other meetings for Project Managers and Branch Chiefs. Prepare agendas, disseminate information, and take notes. Track risk assessments of the scope of proposed projects.
    • Coordinate signatures and maintain all required project agreements and similar documents.
