The Opportunity
The Otipemisiwak Metis Government is recruiting for a Procurement and Asset Manager. Reporting to the Director of Facilities and Building Operations, the Procurement and Asset Manager is responsible for developing and implementing a procurement and asset management strategy for the Facilities and Building Operations Department while establishing the governance, policies, procedures, and systems required to support sustainable growth. This role provides strategic leadership over procurement operations, contract administration, vendor performance, inventory and asset lifecycle management, and continuous process improvement. The Procurement and Asset Manager will oversee staff and provide leadership and direction to ensure accurate asset tracking, inventory control, and procurement operations. The successful candidate must possess exceptional organizational and leadership skills, and have experience establishing best practices, developing and implementing procurement processes, and effectively managing assets from acquisition through disposal.
Key Responsibilities
Procurement Strategy & Governance
- Develop and implement the Facilities and Building Operation Department's procurement strategy aligned with corporate objectives and operational priorities.
- Establish, implement, and maintain procurement policies, procedures, standards, and governance frameworks.
- Lead continuous improvement initiatives to modernize procurement practices and improve organizational efficiency.
- Develop sourcing strategies that maximize value, reduce organizational risk, and support long-term sustainability.
- Lead and oversee complex procurement initiatives, including competitive procurement processes, contract negotiations, RFQs, RFPs, tenders, and strategic sourcing activities.
- Monitor procurement performance through reporting, metrics, and key performance indicators.
- Identify procurement-related risks and implement mitigation strategies to protect organizational interests.
- Ensure procurement activities comply with organizational policies, applicable legislation, and industry best practices.
Asset Management Strategy
- Lead the development, implementation, and continuous improvement of the Asset Management Program, including developing and implementing asset management policies, standards, procedures, and governance frameworks.
- Establish standards and procedures for asset acquisition, inventory control, lifecycle management, maintenance, transfers, and disposal.
- Develop long-term asset lifecycle and replacement strategies that maximize asset value and minimize total cost of ownership.
- Develop and oversee asset management plans, lifecycle forecasts, and replacement schedules to support operational and capital planning.
- Lead the implementation, optimization, and ongoing administration of asset management systems.
- Develop governance frameworks for corporate assets, including furniture, equipment, fleet, tools, technology (excluding IT-managed assets), and operational equipment.
- Ensure organizational assets are accurately tracked, maintained, safeguarded, and disposed of in accordance with organizational policies and applicable legislation.
- Monitor asset utilization, condition, and performance, identifying opportunities to improve efficiency, reduce risk, and optimize organizational resources.
- Provide strategic advice and recommendations to leadership regarding asset investments, replacement priorities, and lifecycle planning.
Leadership & Team Management
- Provide leadership, coaching, mentoring, and direction to staff, fostering a collaborative and high-performing team environment.
- Establish departmental work plans, priorities, and performance expectations aligned with organizational objectives.
- Support staff development through coaching, training, and continuous improvement initiatives.
- Coordinate departmental resources and workloads to ensure procurement and asset management services are delivered efficiently and effectively.
- Promote continuous improvement and support the implementation of new processes, systems, and organizational initiatives.
- Foster a culture of accountability, collaboration, service excellence, and continuous learning while building strong relationships with internal stakeholders.
Vendor & Contract Management
- Develop and maintain strategic relationships with suppliers, contractors, and service providers to support organizational objectives and service delivery.
- Oversee vendor onboarding and ensure compliance with organizational requirements including insurance, WCB, licensing, safety documentation, and contractual obligations.
- Develop, implement, maintain, and continuously improve the Otipemisiwak Metis Government's contractor library, ensuring vendor compliance documentation, certifications, contracts, and related records are maintained in accordance with organizational standards.
- Lead the Preferred Vendor Program including qualification, performance evaluations, audits, and continuous improvement opportunities.
- Oversee applicable contract administration throughout the contract lifecycle, including negotiations, renewals, amendments, performance monitoring, and issue resolution.
- Monitor vendor performance and collaborate with internal stakeholders to address service issues, mitigate risks, and promote continuous improvement.
Other Responsibilities
- Provide procurement leadership and strategic support for construction, facilities, maintenance, operational, and capital projects.
- Collaborate with departments to forecast purchasing requirements and develop procurement plans and align procurement activities with organizational priorities and budgets.
- Oversee purchasing activities, procurement documentation, and contract administration to ensure timely, efficient, and compliant service delivery.
- Develop, maintain, and continuously improve procurement and asset management policies, procedures, templates, standards, and supporting documentation.
- Ensure compliance with Otipemisiwak Metis Government policies, applicable legislation, and regulatory requirements while supporting internal and external audits.
- Develop and present executive-level reports, dashboards, and performance metrics to support informed decision-making and organizational accountability.
- Lead organizational initiatives that promote continuous improvement, change management, and best practices across procurement and asset management functions.
- Other duties as required or assigned.
Skills & Competencies
- Strong understanding of procurement, strategic sourcing, purchasing, contract administration, and supply chain management best practices.
- Strong understanding of asset management principles, including asset lifecycle planning, inventory management, and asset governance.
- Knowledge of applicable legislation, trade agreements, and regulatory requirements related to procurement and contract management.
- Proven ability to develop policies, procedures, governance frameworks, and continuous improvement initiatives.
- Strong leadership, coaching, and performance management skills with the ability to build and develop high-performing teams.
- Excellent negotiation and vendor relationship management, and stakeholder engagement abilities.
- Strong analytical, financial, and problem-solving skills with the ability to interpret data and make informed business decisions.
- Exceptional organization and project management skills with the ability to manage multiple priorities in a fast-paced environment.
- Strong knowledge of enterprise asset management (EAM) and inventory management software is required, with experience administering or implementing AssetWASP preferred.
- Excellent written and verbal communication skills, including the ability to prepare executive reports, business cases, and presentations.
- Strong financial acumen with the ability to support budgeting, forecasting, cost analysis, and procurement planning while ensuring responsible stewardship of organizational resources.
- Strong sense of ethics, professionalism, integrity, and accountability, with the ability to maintain confidentiality and exercise political and cultural sensitivity in all interactions.
- Knowledge of Metis history, culture, and issues affecting Metis people. An in-depth understanding of the Otipemisiwak Metis Government and Metis culture, people, and values is an asset.
Qualifications
- Degree or diploma in Supply Chain Management, Business Administration, Procurement, Operations Management, Commerce, or a related field.
- Professional designation such as SCMP, CPP, CPPO, or equivalent is considered an asset.
- Minimum 5-7 years of experience in procurement, supply chain, asset management, or contract administration, with a minimum of 2-3 years of leadership or supervisory experience.
- Experience developing procurement policies, governance frameworks, and organizational processes is an asset.
- Experience implementing procurement or enterprise asset management systems is an asset.
- Experience supporting construction, facilities management, capital projects, or property operations is considered an asset.
Other Requirements
- Position is based in Edmonton; in-office presence is required.
- Ability to work a regular schedule of Monday - Friday, 8:30AM - 4:30PM, with availability to work a flexible schedule, including evenings and weekends, as required.
- Reliable transportation and valid Class 5 Driver's License.
- Ability to travel throughout Alberta, and occasional out-of-province travel, with notice.
- Acceptable attainment of a Police Information Check is required.
