Job description

Phillips 66 & YOU - Together we can fuel the future
The Manager, Procurement Analytics leads the analytics, commercial modeling, and decision-support capabilities that help Procurement improve execution, create value, and continuously strengthen how data informs commercial decisions. This role translates complex ERP and non-ERP data into practical insights, scalable analytics, and commercial models that support Category Management, Strategic Sourcing, and cross-functional business partners.
At Phillips 66, Lead Forward is our leadership approach. It defines how leaders show up, make decisions, and support their teams while delivering results in a complex, fast-changing environment. Leaders at this level set clear direction, build trust, make timely and thoughtful decisions, and take ownership of outcomes. They lead people well, support collaboration across teams, and help their teams succeed even when priorities change or the path forward is not always clear.
What You'll Do
  • Lead the strategy, roadmap, governance, and delivery oversight for analytics and decision-support capabilities that enable Category Management and Strategic Sourcing to improve execution and create commercial value.
  • Partner with Category Managers, Strategic Sourcing teams, IT resources, Data Engineering, Data Science, and analytics stakeholders to define priorities, align data sources, and expand adoption of analytics capabilities.
  • Serve as the ongoing supervising lead for the Procurement Analytics intern program, providing direction, coaching, meaningful work assignments, and support for intern development.
  • Understand, integrate, and interpret ERP and non-ERP datasets, ensuring data integrity, security, privacy, and effective information lifecycle management.
  • Guide the use of advanced data collection, analysis, database querying, and reporting techniques-including Power BI and SQL-to identify trends, generate actionable insights, and support data-driven commercial decisions.
  • Drive consistency, quality, and continuous improvement across analytics products, processes, reporting tools, and decision-support capabilities.
  • Own the AI-as-the-front-door-to-analytics agenda by identifying practical opportunities to apply AI, improving access to insights, and driving adoption of self-service analytics across Procurement.
  • Own the Services and Materials & Equipment Playbooks and lead function-wide standardization of playbooks, processes, methodologies, and analytics practices.
  • Develop and maintain category-specific commercial models, should-cost models, and standardized bid-evaluation methodologies that improve sourcing strategies and strengthen commercial negotiations.
  • Assess business needs, evaluate current- and future-state capabilities, identify gaps, and translate stakeholder priorities into clear analytics opportunities, decision-support requirements, and practical delivery plans.
  • Oversee the prioritization and execution of analytics initiatives in partnership with business stakeholders, remove barriers to progress, and ensure solutions are practical, scalable, and aligned with Procurement priorities.
  • Set clear direction, establish priorities, and make timely, thoughtful decisions that align team activities with organizational goals and business outcomes.
  • Lead with integrity, build trust, and create an environment where team members and business partners can succeed, particularly when priorities shift or the path forward is unclear.
  • Take ownership of outcomes, promote collaboration across teams, and foster accountability for delivering high-quality analytics and commercial solutions.
  • Manage team priorities, resources, budgets, and performance objectives to ensure successful delivery of business outcomes.
  • Coach, mentor, and develop team members and business partners by sharing subject matter expertise, building analytical capabilities, and promoting a culture of data-driven decision making.

What You'll Bring - Required
  • Legally authorized to work in the job posting country
  • Bachelors Degree
  • 6 or more years of experience in business intelligence, analytics, data management, category analytics, or sourcing analytics

What Makes You Stand Out - Preferred
  • 3 or more years of managerial experience planning and managing resources to deliver predetermined objectives
  • Experience supporting Procurement, Category Management, Strategic Sourcing, commercial negotiations, or supplier bid evaluation activities
  • Experience developing should-cost models, category-specific commercial models, or standardized analytical methodologies for goods and services
  • Experience or understanding of ERP systems, including SAP R/3 or SAP S/4, cloud data solutions, analytics platforms, and related data technologies
  • Experience partnering with local and remote business, IT, data engineering, data science, or analytics resources to deliver practical insights
  • Experience delivering analytics work through Agile methodology, including Scrum framework practices
  • Strong ability to influence stakeholders, simplify complex information, and promote consistent data-driven decision making
  • Experience with ETL concepts, data pipelines, database reporting tools, data security, and data privacy practices
  • Demonstrated commitment to continuous improvement, innovation, and building effective teams
  • Advanced analytical, problem-solving, data collection, reporting, database querying, and data manipulation skills
  • Experience developing, operating, or improving data management systems, analytics platforms, data integration, data warehousing, reporting, or related business intelligence capabilities
  • Experience eliciting complex business requirements and documenting current-state and future-state processes, user needs, gaps, use cases, or user stories
  • Demonstrated ability to communicate effectively, manage complexity, optimize work processes, and partner with cross-functional business and technology stakeholders
