Job description

The New York City Department of Education (NYC DOE) seeks a qualified contractor to provide comprehensive project management, business analysis, application support, testing, training, data management, business intelligence, and reporting services for its Special Education systems. The project supports the implementation and ongoing enhancement of the ATLAS platform, modernization of Special Education applications, development of regulatory and operational reports, maintenance of enterprise data repositories, user training, and continuous operational support. The Contractor will provide a multidisciplinary team of technical and functional experts to ensure the successful delivery of system enhancements, data integration, reporting solutions, quality assurance, and end-user support while maintaining compliance with federal, state, and NYC DOE Special Education requirements.
The IT Manager - Business Intelligence Developer leads the design, development, implementation, and ongoing maintenance of enterprise Business Intelligence (BI) solutions that support the New York City Department of Education's Special Education systems. This role is responsible for delivering interactive dashboards, data visualizations, self-service analytics, and operational, regulatory, and executive reporting that enable informed decision-making and compliance with federal, state, and local reporting requirements.
RESPONSIBILITIES
  • Lead the design, development, deployment, and maintenance of Business Intelligence solutions supporting Special Education programs.
  • Design and develop interactive dashboards, scorecards, and data visualizations for executive leadership and operational users.
  • Create and maintain ad hoc reports, analytical reports, and regulatory reporting solutions.
  • Design and optimize SQL queries, stored procedures, and data models to support reporting requirements.
  • Collaborate with business stakeholders to gather reporting requirements and translate them into technical solutions.
  • Develop and maintain semantic data models, metadata, and reporting standards.
  • Ensure the accuracy, integrity, security, and quality of reporting data.
  • Optimize BI applications for performance, scalability, and usability.
  • Support data integration, testing, deployment, and production issue resolution.
  • Prepare technical documentation, report specifications, and user guides.
  • Provide technical leadership and mentoring to BI development staff.
  • Work closely with project managers, business analysts, data architects, and ETL developers to deliver integrated reporting solutions.

REQUIRED SKILLS & QUALIFICATIONS
  • Bachelor's degree in Computer Science, Information Systems, Data Analytics, or a related field (Master's degree preferred).
  • Minimum 8 years of experience developing enterprise Business Intelligence and reporting solutions.
  • Minimum 5 years of experience designing executive dashboards and data visualization solutions.
  • Strong experience with Microsoft SQL Server, including T-SQL, stored procedures, views, and performance tuning.
  • Experience developing reports, dashboards, and analytical solutions using enterprise Business Intelligence tools (e.g., Power BI, SSRS, Tableau, or equivalent).
  • Experience with data modeling, dimensional modeling, and data warehouse concepts.
  • Strong analytical, problem-solving, and communication skills.
  • Experience gathering reporting requirements and working directly with business stakeholders.
  • Knowledge of SDLC, Agile and Waterfall project methodologies.
  • Experience preparing technical documentation and report specifications.
  • Ability to lead multiple reporting initiatives and manage competing priorities.

PREFERRED QUALIFICATIONS
  • Experience supporting K-12 education, Special Education, or other public-sector organizations.
  • Knowledge of regulatory reporting and performance measurement.
  • Experience working with large enterprise data warehouses and operational reporting environments.
  • Familiarity with ETL processes and enterprise data integration.
  • Experience using Microsoft Visio for process and data flow documentation.
