Job description

Responsible for all preconstruction, planning, risk management, delivery activities and coordination of project transition from estimating to project operational team for all projects.  The Senior Preconstruction Manager shall facilitate a streamlined and seamless hand off between these two construction management phases; including the coordination, arrangement, development, setup and management of subcontracts, suppliers, vendors, engineers, client contract negotiation, and coordination related to permitting and government authorities, amongst development and completion of all other preconstruction and risk management templates and general leadership for the projects. This role is responsible for managing and mentoring direct reports.

Location: This position can be located at any of our office locations: Phoenix, AZ; Clinton, IN; Indianapolis, IN; Centennial, CO; Irving, TX; or Fargo, ND. Based on the experience and skillset of the individual identified, we are open to a remote-based role with ability to travel to our office and field site locations to support events or department activities.

Essential Job Functions:

  • Coordinate, manage, and supervise the work of project operations management team members and support staff during the preconstruction activities up to the official hand off from preconstruction to operations in accordance with the preconstruction and risk management processes and procedures
  • Give clear direction and targets to ensure all project staff during the preconstruction phase will have the ability to achieve their goals and targets
  • Assist in developing the Preconstruction department’s strategy, vision, budget, and business plan
  • Establish and maintain relationships with existing and new clients – internal and external
  • Participate in and assist in attracting, recruiting, developing, and retaining top caliber talent to the department
  • Act as a resource for other team members and colleagues within the Renewables sector
  • Provide regular reporting to Preconstruction leadership and other executive team members as required
  • Maintain knowledge of relevant industry precedents and procedures
  • Manage coordination of preconstruction activities with the legal department, commercial services department, estimating department and other support departments as required
  • Work with the estimating team on projects they are focusing on in order to gain early knowledge of the project to help in project planning and help with the initial project plan that gets bid to ensure all aspects of the plan get included in the estimate
  • Obtain or update quotes for scope areas where materials or subcontractors are required
    • Coordinate with Procurement with their related scope of work
    • Creation or revision of related scope of work for proper quotation from subcontractor or supplier
    • Create and maintain templates for subcontract attachments capturing lessons learned among Company projects
  • Coordinate with Engineering Manager with their related scope of work including:  preliminary investigations, drawing creation, quantity verification, routing, surveying, equipment specifications or other necessary functions during the preconstruction phase
  • Coordinate with potential project operations team of approval of subcontractors, suppliers and engineering management
    • Analysis of available, best fit, subcontractors and vendors to maximize profit and schedule
  • Assist Procurement with subcontract and supplier negotiations and serve as a contract/subject matter expert
  • Management of the final project estimate during the contract negotiation phase
  • Assist Commercial Services in negotiation and tracking of the BOP/EPC/CSA Terms and Conditions (T&C’s)
  • Manage and fulfill any pre-contract or limited notice to proceed reporting or compliance requirements with clients, government authorities, etc.
  • Prepare and submit monthly reports and invoices to clients for authorized works
  • Develop and maintain preconstruction documents until handed over to the project operations team including the Preconstruction Checklist, Risk Register and Lessons Learned Register
  • Facilitate project operations team completion of the project execution plan and all of its attachments
  • Complete the identification, investigation, mitigation preparation and cost impact analysis of scope items differing from normal conditions
  • Identify areas of potential profit increase and preparations as to how best to take advantage of them
  • Manage the project and/or oversee project operations team to ensure project kickoff approval during the Phase Gate Review process
  • Travel for project preplanning coordination as necessary
  • Track ongoing implementation and closure of Phase Gate Review and Pre-Activity actions items
  • Manage the implementation during operations of the Pre-Activity Review, Benchmarking Review, Risk Management and Lessons Learned processes
  • Track ongoing implementation of risk related action plans to ensure target mitigation is met
  • Perform reviews and undertake both site and office-based audits of project operation teams’ Risk Registers, related action planning and implementation, and the overall risk management system in general
  • Report project financials during Monthly Cost-to-Complete Meetings if project operations team is not yet assigned
  • Initiate the communication, together with the Permitting Manager, with local municipalities related to requirements, permitting and construction coordination (may also be handed off from initial discussions with the Estimating Team)
  • Assist in the investigation and eventual mitigation plan related to any environmental, geotechnical or archeological restraints

Education and Work Experience Requirements:

  • Associate or bachelor’s degree in Construction Management, Law, Business or related field
  • 7+ years of relevant experience with 2 years of Project Management experience required
  • 2+ years in Preconstruction required
  • Certified or licensed Lawyer, Engineer, Project Manager and/or Risk Manager preferred

Knowledge, Skills and Abilities Required:

  • Take reasonable care of your own and others’ health and safety and of those who may be affected by the day-to-day delivery of this role by taking personal responsibility for working toward the Zero Injury principles
  • Strong knowledge of the construction industry, processes and project management
  • Ability to understand, use and interpret project schedules and planning tools
  • Ability to read and understand construction designs and documents
  • Ability to understand and interpret a variety of legal documents, including agreements and contracts
  • Ability to handle confidential material with discretion
  • Excellent interpersonal, analytical and logical thinking skills required
  • Ability to communicate effectively, both verbally and in writing with excellent negotiation skills required
  • Write reports, business correspondence and document project activities
  • Effectively present information and respond to questions from senior management, project managers, superintendents, clients, customers and the general public
  • Proven ability to create and maintain strong working relationships with both internal and external clients
  • Proficient in Microsoft Office Suite including Outlook, Word, Excel, and PowerPoint is essential, strong knowledge of SharePoint and document control software is an advantage
  • Ability to travel up to 50%
