Transition & Risk Management Program Manager

POSITION OVERVIEW

DEFTEC Corporation is seeking a motivated, self-driven individual to provide Transition & Risk Management Program Management and will serve as the lead integrator for planning, coordinating, and executing the transition of personnel, missions, and infrastructure from existing to new or renovated facilities. This position is responsible for developing and implementing transition strategies, synchronizing activities across stakeholders, and ensuring that facilities, systems, and services are in place to support mission continuity during all phases of the move. The role requires expertise in facilities planning, program management, and operational integration to anticipate requirements, mitigate risks, and deliver timely solutions. The Transition & Risk Management Program Manager will work closely with government leadership, engineers, logisticians, and mission owners to ensure that all transition milestones are met and that transition operations are executed with efficiency, compliance, and minimal disruption to mission effectiveness.

JOB RESPONSIBILITIES:

  • Lead transition planning and risk management forums to gather personnel, systems, and functional requirements; integrate these into executable plans across USSPACECOM.
  • Develop and deliver detailed Transition and Cutover Plans (primary, alternate, contingency) with work breakdown structure, critical path, milestones, and resource plans; due 3 months prior to scheduled project completion.
  • Author, maintain, and monitor transition and risk management standard operating procedures (SOPs)
  • Conduct semiannual training for personnel and stakeholders on all transition and risk management processes and procedures.
  • Build synchronization matrices with tasks, triggers, decision points, and milestones to identify and mitigate potential project friction points.
  • Validate and refine mission and facility requirements for all USSPACECOM Joint Directorates and external partners to ensure capability during and after transition.
  • Establish and lead comprehensive project risk management processes, including the development of a comprehensive project portfolio risk register.
  • Prepare and present high-impact briefings to senior leadership; respond to formal taskers and coordinate inputs across functional areas.
  • Manage deliverable review processes, tracking due dates, comments, and dispositions; implement process improvements.
  • Support government funding strategy development and organize data to illustrate transition-related financial impacts.
  • Coordinate interim facility services (custodial, refuse, grounds, alarm maintenance) at government direction without committing the government.

QUALIFICATIONS:

Required Qualifications:

  • 12+ years leading complex, time-critical transition/cutover efforts for DoD or Combatant Commands.
  • Proven leadership in organizing, prioritizing, and executing interconnected tasks at scale.
  • Demonstrated expertise in secure facility (SCIF/SAP) transition, risk management, and cross-functional coordination.
  • Strong briefing and writing skills; ability to produce decision-ready courses of action and executive-level deliverables.
  • Must be U.S. Citizen
  • Possess active TS/SCI clearance
  • Ability to travel and lift up to 50lbs for on-site operational tasks.

Preferred Qualifications:

  • Master's degree in Organizational Management or related field.
  • Project Management Professional (PMP) certification preferred.
  • Prior USSPACECOM or COCOM experience.
