Job description

WinnCompanies is searching for a Property Manager I to join our team atย Porterville Family Apartments, a 78-unit affordable housing community located in Porterville, CA.ย 

In this role, you will effectively manage, market, and maintain the apartment community, meet the financial objectives of the owner and management company, and comply with all applicable regulatory standards and requirements.

The pay range for this role is $22.00-$24.00 per hour. The selected candidate will adhere to the following schedule: Monday through Friday from 8:00AM to 5:00PM with a rotating on-call schedule.

Responsibilities:ย 

  • Collaborate with senior management to establish appropriate rent levels.
  • Review rent schedules and oversee preparation and submittal of rent increases and renewals.
  • Maintain optimum level of occupancy.
  • Process timely and accurate move-ins, move-outs, recertifications, and renewals.
  • Approve rental applications adhering to property standards and all appropriate agency standards.
  • Follow company marketing policies and reporting requirements.
  • Ensure the property tenant files are organized, complete and accurate.
  • Ensure that Property Software Data is accurate at all times.
  • Ensure property compliance by maintaining the compliance percentage for Project Based Section 8, Low Income Housing Tax Credit, and any other applicable programs.
  • Ensure the accuracy of HAP requests and TRACS files.
  • Work with the WinnCompanies compliance department to investigate/resolve TRACS errors.
  • Review monthly and quarterly EIV reports and address discrepancies.
  • Manage marketing according to the Affirmative Fair Housing Marketing Plan and update as necessary.
  • Complete the annual utility analysis for submission with the Rent Schedule to HUD.
  • Ensure that the site maintains compliance with applicable state and federal program regulations.
  • Ensure the property and grounds are well maintained.
  • Direct maintenance team to implement maintenance programs and controls.
  • Report property incidents, accidents, and injuries in accordance with company policy.
  • Resolve resident issues and conflicts timely and in accordance with site guidelines.
  • Prepare the property's annual budget for approval by senior management.
  • Provide accurate financial reporting and monthly variance reporting.
  • Solicit bids, and process Purchase Orders and Invoices as needed in accordance with Winn Purchasing Policy.
  • Ensure timely collection and deposit of all rents and fees in accordance with local laws and Winn Rent Collection guidelines.
  • Use company directives to screen, hire, and train new personnel.
  • Promote staff efficiency and engagement through ongoing company and industry trainings, instruction, and leadership.
  • Use the company's Professional Development Program (PDP) to develop, train, and engage site employees.
  • Conduct weekly staff meetings. Understand, train, and embody Winn Guiding Principles.
  • Collaborate with management or ownership to complete the IRS form 8703.

Requirements:ย 

  • High school diploma or GED equivalent.
  • 1-3 years of relevant work experience.
  • Less than 1 year of supervisory experience.
  • Minimum of 1 year of related experience with Project-Based Section 8 / HUD programs.
  • A current vehicle license in good standing and meet the driving records standards outlined in the Company Safe Vehicular Operations Policy.
  • Knowledge of property management.
  • Knowledge of landlord and tenant laws.
  • Proficient in Microsoft Office Suite and experience with property management software (Yardi, OneSite, etc.)
  • Excellent customer service skills.
  • Outstanding verbal and written communication skills.
  • Ability to multi-task and manage a fast-paced office environment.
  • Ability to manage and work with a diverse group of people and personalities.
  • Superb attention to detail.ย 

Preferred Qualifications:ย 

  • Bachelor's degree.
  • Knowledge of LIHTC and HUD regulations.
  • Experience administering Affordable Programs such as Low Income Housing Tax Credit (LIHTC), Tax Exempt Bond, HOME, HPTF, or other state or local programs that may assist with the layered affordability at this community.
  • Experience with Yardi or RealPage property management software.
  • Knowledge of marketing and leasing techniques.
  • NAHP โ€“ CPL, SHCM, CAM (MA - C3P) designations.
  • CAM โ€“ RAM & ARM honored; CGPM โ€“ NAA or NAMA honored designations.
  • ย Certifications in LIHTC property management such as: SHCM, TCS, C3P, HCCP, NAHP.
