SALARY INFORMATION: Grade I - $39.330 - $53.526 Hourly Grade II - $42.431 - $57.788 Hourly Grade III - $45.777 - $62.360 Hourly Grade IV - $50.268 - $67.363 Hourly Grade V - $54.866 - $74.669 Hourly VACANCY INFORMATION: The Port Planning Division of the Harbor Department is comprised of three groups: Strategic Plan & Land Use, Transportation Development, and Economics & Funding. There are two (2) current vacancies, one (1) in Strategic Planning & Land Use and one (1) in Economics & Funding
All three groups work collaboratively, and successful candidates will be expected to contribute to division-wide initiatives. EXAMPLES OF DUTIES Transportation Planning: Conducts or reviews traffic analyses prepared by consultants for Port facilities, rail, highway, and other transportation related projects; assists with the planning of roadway and rail facilities within the Port; collects and develops various types of data for use in Port transportation studies and annual Port Emissions Inventories; monitors budgets for the on call transportation services contracts; evaluates and develops strategies on goods movement and transportation issues; funding issues including the identification of organizational partners and collaborators; represents the Port at outside agency meetings and coordinates with these agencies on behalf of Port interests while also balancing regional needs; prepares and maintains progress reports and financial plans for major capital grant funded transportation projects in the Port; may collect and analyze economic data related to Harbor District oil operations and facility requirements; may provide training and supervision to lower level staff, and performs other duties as required. Master Planning - Land Use; Master Planning - Economics: Collects and analyzes land use and economic data for forecasting cargo flows and projecting Port land and facility requirements; monitors trends in international trade patterns, trade services, maritime technology, Port development, inland transportation, and shipper logistics; works with and manages consultants and assists in primary and secondary data collection for the preparation of market studies, economic impact analyses of Port and oil facilities, land use plans, and facility and master plans; collects information on terminal throughout, and maintains graphic and mapped material to facilitate the preparation of descriptive and analytical studies; coordinates with other Port, City, and agency staff in the collection and maintenance of economic, oil field, and land use information; assists in the preparation and presentation of forecasts, study findings and plan recommendations. This is not an inclusive list of duties.

REQUIREMENTS TO FILE Applicants must meet OPTION A OR OPTION B: OPTION A: Bachelor's degree from an accredited college or university in Urban Planning, Regional Planning, Regional Science, Civil Engineering, Transportation Engineering, Transportation Economics, Economics, Geography, Business, or closely related field (proof required)* AND a minimum of two years paid, full-time equivalent work experience or a paid, full-time equivalent internship in land use, regional, coastal, transportation planning, economics, business analysis, technical forecasting or logistics. OR OPTION B: Master's Degree or Doctorate's Degree in a closely related field (proof required)* AND a minimum of one year paid, full-time equivalent work experience or a paid, full-time equivalent internship in land use, regional, coastal, transportation planning, economics, business analysis, technical forecasting or logistics.
*Proof of required documents, such as degree or transcripts, must be uploaded to the online application at the time of filing. Any proofs submitted must contain either the applicant's name or other identifying characteristics on the form. Degrees must indicate the field of study and transcripts must indicate the field of study and degree conferred date.
Candidates who possess degrees from colleges or universities from outside the United States must attach proof of educational equivalence at the time of filing. Willingness to work irregular hours, weekends, evenings, overtime, and holidays as needed. A valid motor vehicle operator's license, or the ability to arrange necessary and timely transportation for field travel.
SELECTION PROCEDURE Application and Supplemental Application......................................................Qualifying Screening of applicants will be conducted on the basis of application and required supplemental application submitted. This selection procedure will be conducted using a continuous non-competitive process, which means applications are evaluated solely on training, experience, education, or certification. All applicants meeting the minimum qualifications will be placed on an eligible list
Applicants receiving Veteran's Credit will be placed on the eligible list first and then in the order in which applications were filed. This is a continuous eligible list, which means eligible lists may be established periodically and may expire six months from their effective date. Applicants may apply only once during a four-month period.
Applications received by September 17, 2026, will be placed on Test #01 established eligible list. If you have not received notification within two weeks after close filing, please contact the Human Resources Department at (562) 570 7008. In accordance with Civil Service Procedure 3.38, all eligible veterans that successfully qualify on any or all open competitive examinations shall receive an additional credit of ten (10) points that will be added to their original passing score
Disabled veterans passing the examination shall receive a credit of fifteen (15) points that will be added to their original passing score. (A copy of the veterans DD-214, Member 4 form indicating honorable discharge must be attached to the application at the time of filing.) This position is eligible for Local Hiring Preferences and Veterans Preference Points.
