ESSENTIAL FUNCTIONS

  • Policy Monitoring & Analysis: Track and analyze proposed legislation, regulatory changes, and political trends impacting residential rental housing and property management. Perform extensive research and analysis on policy proposals.

  • Advocacy & Representation: Develop and execute strategies to influence public policy in alignment with company objectives; represent Progress Residential before state and local government agencies, legislative bodies, and industry associations.

  • Relationship Management: Build and maintain strong relationships with elected officials, regulators, trade associations, and community stakeholders.

  • Compliance & Risk Management: Advise internal teams on compliance with lobbying laws, housing regulations, and reporting requirements.

  • Internal Communication: Provide timely updates and strategic recommendations to senior leadership regarding government actions and their potential impact.

  • Coalition Building: Collaborate with industry groups and advocacy organizations to advance shared policy goals.

  • Public Engagement: Prepare briefing materials, position papers, and presentations; participate in hearings, forums, and public comment processes.

  • Community & Stakeholder Relations: Cultivate and maintain high-level relationships with housing authorities, municipal leaders, law enforcement, HOAs, and third-party agencies to advance business objectives.

  • Civic Engagement: Identify opportunities for local sponsorships, community involvement, and brand presence to strengthen ties with key stakeholders.

  • Regulatory Compliance: Partner with internal and external stakeholders to ensure compliance with affordable housing and HOA regulations, including Housing Choice and annual certifications.

  • Reporting & Metrics: Track and report on engagement metrics, community impact stories, and success indicators to provide actionable insights and inform strategic planning.

  • Industry Representation: Represent the organization at industry events, policy discussions, housing summits, and public forums.

  • Other Duties: Perform additional responsibilities as assigned.

QUALIFICATIONS

  • Bachelor's degree in Public Policy, Political Science, Law, Business, or related field (Master's degree preferred).

  • 5+ years in government affairs, public policy, or regulatory advocacy (housing or real estate sector strongly preferred).

  • Proven track record of influencing legislation and regulatory outcomes.

  • Strong understanding of state and local legislative processes.

  • Excellent written and verbal communication skills; ability to craft persuasive messaging.

  • Strategic thinking and analytical ability to interpret complex policy issues.

  • Strong organizational skills and ability to multi-task in a fast-paced environment.

  • Strong interpersonal talents and ability to easily build rapport with new contacts

  • Ability to work independently while collaborating effectively across teams and departments.

  • Proficiency in Microsoft Office and policy tracking tools.
