Job description

Scope of Work

The client is seeking one or more contractors to develop and deliver an Enterprise RFP covering all Police technology service needs. The RFP will allow potential vendors to bid on one, multiple, or all listed services.

The project will begin with a kickoff meeting between the client and the contractor. The contractor will work with the client''s project manager and stakeholders to develop the RFP and complete the following deliverables:

  • Project implementation plan and schedule – Due within two weeks of project start.
  • Recommended stakeholder interview list – Due within one month of project start.
  • Technology contract inventory – Due within six weeks of project start.
  • Technology needs assessment – Due within two months of project start.
  • Complete draft RFP – Expected within three months of the project kickoff.

The contractor will have access to client systems and personnel to support the contract inventory and technology needs assessment.

After completing the initial deliverables, the contractor will develop the RFP through an iterative review process involving:

  1. Police Technology Review
  2. Stakeholder Review
  3. Police Finance Review
  4. Client Procurement Review

The client requires interviews and meetings to be conducted onsite, including at least one weekly meeting with the project manager to review the schedule and identify risks or issues.

Qualifications & Experience
  • At least 5 years of customer-facing technology project management experience.
  • At least 3 projects involving technology users and gathering technology requirements, including at least one with a police department or law enforcement agency.
  • At least 3 meaningful RFP projects, with at least one as the primary author.
  • PMP certification preferred, but experience may substitute.
  • Strong attention to detail with a focus on documentation and post-project production support needs.
  • Collaborative, self-motivated, and able to multitask, prioritize, and scale.
  • Strong presentation, verbal, and written communication skills, with the ability to influence others.
  • Experience creating Word documents and Excel spreadsheets.
  • Flexible team player with strong interpersonal skills.
  • Experience working directly with customers and multiple project stakeholders.
