POSITION DEFINITION The Town of East Hartford is seeking an enthusiastic, investigative, and curious-minded Police Research Analyst. Under general supervision, this position gathers data and translates complex findings into clear written text. The Analyst reviews and analyzes information from multiple data sources and prepares detailed records of compiled data to support departmental operations, planning, and strategic initiatives.

ESSENTIAL JOB FUNCTIONS Develops and prepares summaries, statistical reports, spreadsheets, charts, maps, diagrams, graphs, and similar materials to support departmental data tracking. Conducts research and analyzes reported activity to identify trends and patterns. Collects, compiles, and interprets complex data from multiple sources and translates findings into clear written narratives.

Summarizes regional data using charts, graphs, and tables for departmental review and planning. Performs searches of databases and other information systems and evaluates results to assist with resource deployment. Reviews data for accuracy and completeness to ensure proper reporting to state, regional, and federal agencies.

Prepares research reports to support sworn personnel in addressing law enforcement-related issues. Measures and assesses national data to support comparative and strategic analysis. Evaluates the effectiveness of current policies, deployment strategies, and operational practices.

Assesses existing methods and procedures for data collection and recommends improvements as needed. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of statistical research methods, techniques, and analytical practices. Ability to conduct statistical research and analysis, and to compile, interpret, and clearly present statistical data.

Ability to research, evaluate, and communicate findings related to law enforcement activities. Ability to create clear and accurate reports, maps, charts, graphs, and other visual aids to support data presentation. Ability to manage multiple projects simultaneously and exercise sound judgment in prioritizing work assignments.

Ability to present research findings to sworn personnel at all levels in a clear, concise manner using various media formats. Ability to prepare accurate, persuasive, and well-organized proposals, reports, correspondence, analytical studies, and other written documents. Ability to establish and maintain highly effective working relationships with sworn personnel, managers, elected and appointed officials, staff, and members of the community.

JOB QUALIFICATIONS AND LICENSING Bachelor's degree from an accredited college or university with a major in computer science, mathematics/statistics or a closely related field and two years of increasingly responsible crime data analysis and research experience. Master's degree from an accredited college or university in criminal justice, research, or a closely related field, or experience in military intelligence analysis preferred. A combination of accredited college coursework in computer science or a closely related field and training and experience in analysis and research and/or military intelligence may be considered as a substitute for the general qualifications.

PHYSICAL DEMANDS AND WORKING CONDITIONS: Work is performed in an office environment generally Monday through Friday day hours. Hours and days off may be adjusted according to departmental needs. Attendance at meetings may be required.
