2047 Senior PMO & Resource Planning Analyst

Position Summary

We are seeking a senior PMO/Portfolio Management professional with hands-on experience in enterprise resource planning, demand forecasting, and capacity management. This is not a traditional Project Manager position; however, candidates with Project or Program Management backgrounds who have progressed into portfolio-level resource and capacity planning are strongly encouraged to apply.

Key Responsibilities

ยท  Help design, implement, and mature the organization''s Resource Capacity Management framework, operating model, and governance processes.

ยท  Develop and maintain short- and long-range resource demand and capacity forecasts across the technology and project portfolio.

ยท  Analyze project and portfolio demand against available resource capacity to identify current and future constraints.

ยท  Identify resource shortages, skill gaps, over-allocation, under-utilization, and competing resource demands.

ยท  Partner with Portfolio Governance and technology leaders to improve resource allocation and portfolio prioritization decisions.

ยท  Establish standardized processes for resource demand intake, capacity planning, allocation, forecasting, and utilization management.

ยท  Develop methodologies and governance standards for measuring and managing resource capacity across projects and strategic initiatives.

ยท  Perform scenario and what-if analysis to help leadership understand the resource impact of changes in priorities, timelines, funding, and demand.

ยท  Provide data-driven recommendations regarding resource allocation, workforce requirements, project sequencing, and capacity constraints.

ยท  Support workforce planning across employees, contractors, and external resources, as applicable.

ยท  Improve the quality, consistency, and visibility of resource and capacity data across the portfolio.

ยท  Drive continuous improvement of RCM processes, governance, tools, reporting, and performance measurement.

Executive Reporting & Analytics

ยท  Develop dashboards and executive-level reporting that provide visibility into resource demand, available capacity, utilization, allocation, capacity gaps, skill gaps, forecast accuracy, and portfolio resource risk.

ยท  Establish and track RCM KPIs, metrics, and performance measures to support fact-based decision-making.

ยท  Translate complex resource and portfolio data into clear insights, trends, risks, and recommendations for senior leadership.

ยท  Partner with business and technology stakeholders to understand upcoming initiatives and convert future work into measurable resource demand.

Required Qualifications

ยท  Demonstrated experience in Resource Capacity Management, Resource Management, Demand & Capacity Planning, Portfolio Management, IT Workforce Planning, or a closely related discipline.

ยท  Experience working within a mature enterprise RCM, PMO, or Portfolio Governance environment.

ยท  Strong understanding of resource demand management, capacity planning, resource forecasting, resource allocation, utilization analysis, workforce planning, portfolio prioritization, governance, and performance measurement.

ยท  Experience analyzing resource demand and capacity across multiple projects, programs, or an enterprise portfolio rather than solely within an individual project.

ยท  Demonstrated ability to identify future resource constraints and translate data into actionable recommendations.

ยท  Experience developing or improving RCM processes, methodologies, governance standards, metrics, or operating models.

ยท  Strong analytical skills with the ability to work with complex resource, project, and portfolio data.

ยท  Experience developing dashboards, metrics, and reporting for executive and senior leadership audiences.

ยท  Strong communication and stakeholder-management skills with the ability to partner across technology, Portfolio Governance, Finance, and business teams.

Preferred Qualifications

ยท  Experience with monday.com for portfolio, resource, capacity, or demand management.

ยท  Experience with enterprise PPM/resource-management platforms such as Planview, Clarity PPM, ServiceNow SPM, Jira/Advanced Roadmaps, Smartsheet Resource Management, or Microsoft Project/Project Online.

ยท  Experience with Power BI, Tableau, or similar reporting and analytics tools.

ยท  Experience supporting a large IT or technology portfolio.

ยท  Experience within financial services, automotive finance, banking, insurance, or another large enterprise environment.

ยท  Experience helping an organization build or significantly mature an RCM function.
