Nature of Work
The purpose of the class is to perform technical inspection services for utility and construction projects within the City. The class is responsible for quality control inspection of construction work both in the planning (site review) phase and work in progress to ensure quality work will be and is being performed by contractors in accordance with City specifications, engineers plans, local ordinances, state & national codes. Individual needs to exercise considerable tact, and possess an ability to elicit cooperation from others. Unimpeachable honesty and integrity are demanded of this class.
Essential Job Functions
  • Conducts on-site inspection of work in progress during construction, installation of water/wastewater/stormwater pipelines, sanitary lift stations, and other construction projects. Observes various and specific tests related to new construction. Performs these activities to ensure that work in progress meets the plans and required specifications as set by the Engineers and the City of Leesburg utility construction specifications and ordinances.
  • Interprets, applies and enforces the provisions of the City of Leesburg Design Standards and Policies along with all other applicable federal, state and local codes, laws, regulations, specifications, standards, policies and procedures.
  • Considerable skill in reading and interpreting construction plans and specifications including but not limited to water, wastewater, stormwater, paving, landscape, street lights, grading, drainage, sidewalk and all other project plans as assigned. Have the ability to compare the drawings with the progress of the work and verify compliance. Skill in applying material testing procedures.
  • Attends staff meetings to exchange information; attends in-service training and technical classes to improve technical skills.
  • Performs routine office tasks, such as emailing, typing, filing, faxing, phoning, and copying.
  • Ability to operate surveying equipment (i.e. transit and level) is desirable.
  • Prepares As-built sketches and/or drawings for identifying existing utility conditions and/or updating utility records/data to reflect field changes.
  • GIS/GPS locate existing utility locations and field changes, and add this information to the electronic version of the utility maps.
  • Computer operations and basic computer skills to include Microsoft Office.
  • May be required to work nights.
  • Communicates the need for and tracking of all required submittals (material acceptance submittals, Utility Easements, Bill of Sales, Deed Transfers, equipment/material lists, and equipment/material price lists, all required testing and certifications) for all utility projects with the contractor/owner. Communicates problems and questions that may arise to Supervisors for further direction.
  • Requires ability to review, address & enforce standards and specifications at development review and progress meetings.
  • Perform other related duties as required and assigned.

Minimum Requirements
  • Requires a High School Diploma or general equivalency diploma (GED) at time of hire.
  • Requires minimum of one year of experience in construction of underground utility systems and drafting skills preferred. Must be able to read and interpret construction specification sheets and blueprints.
  • Utility Construction Inspection coursework review and GIS/GPS software and equipment locator training will be mandatory after hire.
  • May be assigned to shift work, may be required to work weekends and holidays, and may be required to respond to after hour calls.
  • Requires a valid State of Florida Driver's License and satisfactory driving record as a condition of initial and continued employment.
  • Special skills or equipment certification may be required.

Health Insurance: Health Insurance is effective after 90 days of employment. Employees may elect a PPO or HMO plan. Provider is BCBS of Florida.
Dental Insurance: Dental Insurance is effective after 90 days of employment. Employees may elect a PPO or HMO plan. Provider is Mutual of Omaha.
Vision Insurance: Vision Insurance is effective after 90 days of employment. Provider is Mutual of Omaha.
Employee Wellness Center: Free to employees, dependents, and retirees who are enrolled in the City's health insurance. The EWC provides free onsite Health Risk Assessments, doctor appointments, basic lab work, and some generic prescriptions.
Retirement: A (401A) non-contributory defined contribution pension is provided for general employees. The City contributes 5%.Certified Police employees join the Chapter 185 Plan which requires employees contribute a predetermined percent into the plan. Certified Fire employees participate in a plan which exceeds the requirements of Chapter 175 and which requires employees contribute a predetermined percent into the plan.
All employees may elect to tax defer an amount allowed by the IRS to a 457 deferred compensation account
Life Insurance: $50,000.00 policy - 50% at age 70 for general employees, police and fire - 100% premium paid.
Bereavement Leave: 24 hours of leave with pay.
Holidays: 11 paid holidays.
PTO Sell Back program: Employees are eligible to sell PTO time back to the City, a maximum of 2 times per fiscal year for a total of 160 hours. Employees can only sell back as much PTO time as they have actually used in the previous 12 months. Employees covered by a CBA may sell time a maximum established by their written bargaining agreement.
Computer Purchase: The City will finance the employee's purchase of an approved computer system up to $1,000.00. Total of loan divided by 39 payroll deductions.
Fitness Programs: The City will pay 50% payment of the monthly fee for the employee and spouse for one fitness center each. Participating centers are: Not the Norm Crossfit, Planet Fitness, Anytime Fitness, and Infinity Fitness.
Safety Shoes: The City will pay up to $150.00 per year for the cost of one pair of approved safety shoes/boots for those positions requiring safety shoes/boots.
