Program Overview

CRS is seeking a Senior Business Intelligence Specialist to support execution of a Blanket Purchase Agreement (BPA) delivering Enterprise Knowledge Management (EKM) services to a U.S. Combatant Command headquartered at MacDill Air Force Base in Tampa, Florida. The BPA supports the Command Headquarters, its Component Commands, and its Theater Special Operations Commands (TSOCs), spanning multiple CONUS and OCONUS locations across a broad Area of Responsibility (AOR) and operating across unclassified and classified networks.

This position leads business intelligence and data analysis for the program, including data analytics and visualization, with supporting responsibility for data governance and integration. The Senior Business Intelligence Specialist develops the BI service offerings and architectures that equip leaders and staff with the authoritative knowledge required to make rapid, informed decisions.

Position Summary

The Senior Business Intelligence Specialist shall develop, sustain, and optimize a robust business intelligence and analytics framework for the enterprise. The individual shall act as an expert advisor to the Government on matters relating to people, processes, and technology, and shall develop enterprise BI service offerings that improve Government business processes and accelerate leadership decision cycles.

The individual shall be responsible for transforming complex enterprise data into secure, authoritative visual products aligned to the Command's operational requirements, for establishing the data quality and governance underpinning every analytics solution, and for developing the quantitative and qualitative methods used to evaluate the impact of KM initiatives.

Key Responsibilities
  • Develop new BI service offerings and architectures that enhance enterprise decision-making through fact-based insights, leveraging data warehousing, operational data stores, and BI best practices.
  • Establish and maintain BI architectures supporting fact-based decisions, real-time insights, and ad-hoc analysis for Government stakeholders.
  • Elicit decision questions from leadership and translate them into analytic requirements, defining business outcomes, Key Performance Indicators, and success metrics aligned to KM objectives.
  • Deliver decision-support dashboards and visual analytics aligned to leadership battle rhythm and staff workflows, integrating authoritative content from enterprise platforms and workflows so dashboards present validated, timely information for leadership decision events.
  • Establish data quality and governance for all analytics solutions by defining authoritative data sources, metadata, refresh schedules, and access controls, and by applying Power BI modeling and Data Analysis Expressions practices consistent with enterprise standards.
  • Model enterprise data flows and establish data pipelines from authoritative sources, ensuring governance consistency with the Command KM Directive and RM program standards for taxonomy, metadata, and disposition.
  • Implement data quality and provenance controls including capture source, lineage, classification, retention, and compliance artifacts in reports and underlying datasets.
  • Use, with Government approval and authorization for the applicable security environment, AI and Machine Learning features within Power BI to identify trends, anomalies, and predictive insights supporting leadership decisions.
  • Develop analytical frameworks both quantitative (metrics, KPIs, statistical methods) and qualitative (interviews, observations, thematic analysis) to measure the effectiveness of KM and process improvement initiatives.
  • Develop dashboards, scorecards, and reporting artifacts that communicate initiative results to leadership and decision-makers, and track organizational performance trends to assess sustained impact.
  • Define reporting cadences and deliverables, including monthly status reporting inputs, sprint reviews, and executive summaries, to keep leadership informed of progress and risk.
  • Engage directly with end users to identify BI gaps, requirements, and opportunities for new analytical capabilities, and integrate BI offerings with other automation services to create a unified enterprise knowledge ecosystem.
  • Provide adoption and sustainment artifacts including clear documentation and training for end users and administrators, instrument usage telemetry, and define measures of effectiveness; mentor business intelligence analysts assigned to the program.
Required Qualifications

The following qualifications are mandatory for this position:

  • Shall be a U.S. citizen and shall possess an active Top Secret (TS) clearance with eligibility to SCI based on a Single Scope Background Investigation (SSBI).
  • Bachelor's degree in Data Analytics, Statistics, Computer Science, Information Systems, Business, or a related discipline; additional directly relevant experience may substitute for the degree.
  • A minimum of eight (8) years of business intelligence or data analytics experience, including at least five (5) years designing and delivering Power BI solutions at enterprise scale.
  • Demonstrated expertise in data modeling and Data Analysis Expressions, including semantic model design, row-level security, and performance tuning.
  • Experience building data pipelines from authoritative sources into a data warehouse or operational data store, with working SQL proficiency.
  • Demonstrated experience defining KPIs and measures of effectiveness directly with senior stakeholders and translating decision questions into analytic requirements.
Desired Qualifications

The following qualifications are strongly desired and will be viewed favorably:

  • Experience supporting a Combatant Command, Service headquarters, or SOF organization with leadership-facing analytics.
  • Microsoft certifications (e.g., PL-300 Power BI Data Analyst, DP-600 Fabric Analytics Engineer).
  • Experience deploying Power BI Report Server or Power BI within classified enclaves.
  • Experience with Microsoft Fabric, Azure Synapse, or a comparable enterprise data warehouse platform.
  • Experience applying AI and Machine Learning features within Power BI in a governed, approved environment.
  • Familiarity with DoD data governance principles requiring data to be visible, accessible, understandable, linked, trustworthy, interoperable, and secure.
  • Lean Six Sigma certification and experience measuring process improvement outcomes.
  • Experience with MS SQL Server, Dynamics 365, and integration with mission data platforms.
