Job Summary
Summary
The Phlebotomist is responsible for receiving patients, gathering patient registration information, ordering tests, generating specimen labels, and escorting patients to phlebotomy services. The Phlebotomist performs phlebotomy on all patient populations and is responsible for performing a variety of semi-technical and clerical tasks involving specimen receiving, sorting, data entry, record retrieval, filing, typing envelopes, and responding to telephone inquiries for results, testing, general information, and routing of other calls.
This position is part of the 1199SEIU Bargaining Unit at Cooley Dickinson Hospital.
This position reports to the Phlebotomy Supervisor and operates within established organizational and departmental policies and procedures.
Must be able to effectively interact appropriately to an individual's intellectual level and physical ability.

Essential Functions
Obtain blood specimens by capillary or venipuncture technique using appropriate technique from patients of any age or population.
-Follow proper procedures for special collections.
-Demonstrates commitment to patient and departmental needs and goals through flexibility in scheduling and teamwork.
-Consistently demonstrates teamwork with coworkers and support staff by participating in department problem-solving, defining group concerns, proposing and implementing solutions and acting in a positive and proactive manner.
-Competent in ordering process for outpatients.
-Answer the telephone and provide necessary assistance to caller.
-Respond to inquiries from physicians, patient floors, specimen collection sites and other outside agencies for verbal test results, lab orders, general information and printed copies of reports.
-Track down missing information and communicate with doctors' offices to clarify conflicts in registration information.
-Input patient's laboratory orders into LIS, prioritizing correctly according to urgency and ensuring accuracy of orders and physicians needing copies.
-Understand and act on the rules of medical necessity.
-Review standing orders and request renewals from physicians for pending expirations.
-Distribute kits and written instructions on the proper specimen collection for all types of specimens including stool, sputum, urine, and 24-hour urine containers.
-Receive and process specimens.
-Sort, correct, enter, receive, bar code, and label specimens in the Lab Information System (LIS) from the Emergency Department, Outpatient Laboratory Department, specimen collection sites, and outpatient clients (nursing homes, VA, visiting nurses, etc.) while exercising appropriate universal precautions.
-Process requisitions from laboratory information system according to specific procedures.
-Coordinate distribution of confidential test result reports to physician offices, patient floors, specimen collection sites, and outside agencies.
-Print and distribute copies of laboratory reports to patients with proper identification fulfilling "Patient's Right to Know" law.
-Maintain and rotate inventory/stock items.
-Order stock weekly or as needed.
-Perform necessary and required maintenance and daily quality control.
-As required, participate in weekend, holiday and on-call assignments.
-Maintain complete confidentiality.
-Comply with OSHA regulations.
-Maintain established hospital and departmental policies and procedures, objectives, confidentiality, quality improvement program, compliance, safety, infection control and environmental standards.
-Maintain professional growth and development through attendance at seminars, workshops, conferences or in-services, professional affiliations or journals to stay abreast of current trends in field of expertise.
-Meet annual competency and retraining requirements.
-Attend meetings as required.
-Perform other functions/duties as requested.

High School Diploma or Equivalent required and Other Certificate/Diploma Phlebotomy preferred

Six (6) months direct phlebotomy experience or completion of a 40-hour clinical rotation, preferably at Cooley Dickinson Health Care (CDHC) preferred and Clerical experience including medical terminology, preferably in a laboratory setting required
Knowledge, Skills and Abilities
- Demonstrated interpersonal, organizational, and telephone skills required.
- Demonstrated ability to work independently, prioritize tasks, take initiative, make independent decisions, and maintain organized working conditions (even in stressful situations) required.
- Must be competent in phlebotomy skills/competency checklist by end of introductory period or position will be forfeited.
- Reliable transportation for assignments outside of the hospital required.
