Position Title: Senior Advisor - International Drug Pricing
Project Supported: GENEROUS, GLOBE, and GUARD
Effort: 10-20 hours/week

Overview
ORAU is seeking a fully remote Senior Advisor - International Drug Pricing to support the Centers for Medicare and Medicaid Services Innovation Center (CMMI) as an ORAU employee. In this part-time role (up to 20 hours per week), the Senior Advisor will provide high-level subject matter expertise on international drug reimbursement, net price reporting, and global pharmaceutical market structures. This position is expected to extend for 11 months or longer.
This opportunity is well suited for a seasoned expert with deep knowledge of international pharmaceutical payment systems, strong quantitative research skills, and experience in U.S. health policy.
Responsibilities
This role requires a sophisticated understanding of scientific and policy issues, advanced independent analysis, and the ability to operate within broad guidelines without precedent. The Senior Advisor will support designing international net price reporting tools and methodologies for the GENEROUS, GLOBE, and GUARD models, drawing on expertise in international drug payment systems, pharmaceutical reimbursement, pharmacoepidemiology, and quantitative research.
  • Providing expert input on the design of international net price reporting requirements for the three reference pricing models.
  • Reviewing and auditing manufacturer submissions for GENEROUS, GLOBE, and GUARD.
  • Advising CMMI leadership on policy, legal, financial, political, and evaluation considerations related to international drug pricing methodology.
  • Contributing to blogs, op-eds, papers, and technical documents that explain model design and international price mapping strategies.
  • Conducting or supporting analyses of drug reimbursement schemes across reference basket countries.

Qualifications
  • A PhD or DrPH in Health Services Research, Pharmacoepidemiology, Health Policy, Public Policy, Economics, Advanced Quantitative Methods, Pharmacoeconomics, or a related field.
  • 10-14 years of relevant experience.
  • Graduate training in clinical pharmacy or pharmaceutical sciences.
  • Doctorate-level research training.
  • Demonstrated expertise in international drug payment systems in at least one reference basket country (experience in multiple countries preferred).
  • Advanced quantitative research capabilities, including causal inference, econometrics, claims analysis, study design, and cost measurement.
  • A strong record of peer-reviewed publications.
