Job Description:
Job Summary: The Director of Environmental Health & Safety will provide leadership and direction for district safety, construction safety, and all other aspects within the physical environment. This position will interpret all physical environment regulatory standards and collaborate with key stakeholders to ensure compliance with these standards. The Director is responsible for overseeing, developing, and implementing, in conjunction with Network leaders, initiatives aimed at reducing physical environment incidents. This position will organize safety assessments, serve as the Chairperson of the Physical Environment Committees (PEC), educate employees, and communicate effective safety strategies to others in the organization. The Director is primarily responsible, and has oversight, for the evaluation of strategies, standards, and programs related to achieving regulatory/accreditation compliance with regards to the physical environment throughout the JPS Health Network.
Essential Job Functions & Accountabilities:
  1. Manages risk and coordinates risk reduction activities in the Physical Environment; collects deficiency information and disseminates summaries of actions and results.
  2. Monitors compliance and training within The Joint Commission standards related to the Physical Environment.
  3. Oversees and monitors ongoing performance improvement for Safety Management, Security Management, Hazardous Materials / Waste Management, Fire Safety Management, Medical Equipment Management, Emergency Management, Utility Management, and Life Safety.
  4. Serves as the Network Hospital Safety Officer.
  5. Provides direction and leadership to staff and Network leaders to ensure compliance with the rules and regulations as set forth by the Joint Commission (TJC), National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), College of American Pathologists (CAP), Environmental Protection Agency (EPA), state and local requirements through developed policies and procedures for appropriate safety management practices. Maintains current certifications, testing and inspections for facilities.
  6. Ensures compliance with all aspects of construction safety for the network in compliance with OSHA.
  7. Provides strategic direction and leadership on Safety/Hazardous Materials and Waste/Fire and Life Safety Compliance for the JPS Health Network.
  8. Provides strategic direction and leadership for the Safety and Physical Environment initiatives.
  9. Plans and sets goals with organizational leaders through the development of the Network's Physical Environment Management Plans and helping organization succeed in having a preeminent safety culture.
  10. Develops, plans, conducts, and manages ongoing comprehensive risk assessments which consist of analyzing patient and employee incident reports, code deficiencies, strategies, and code compliance; determines the needs of patients, visitors, staff, and physicians to provide a safe healthcare environment.
  11. Serves as a resource to department staff, medical staff, volunteers, and other departments and contributes to ensuring quality patient care.
  12. Collaborates with appropriate staff to implement PE Committee recommendations.
  13. Monitors the effectiveness of changes in plan, policies and procedures.
  14. Prepares reports using approved format for presentation to the Physical Environment Committee, Board of Managers, Accreditation Steering Committee, and other oversight committees.
  15. Applies basic statistical processes in data analysis.

Qualifications:
Required Qualifications:
  • One of the following qualification groupings is required for this position as indicated below:
    • Bachelor's degree in Safety Engineering, Healthcare Administration, Business Administration, Occupational Safety, or related field from an accredited university.
    • 7 plus years of experience working in a Physical Environment role with extensive subject knowledge of the physical environment/construction safety, to include 2 years of experience in a Physical Environment leadership role.
    • Certified Hospital Safety Professional (CHSP) within first year of hire.
    • OSHA 10 Certification within first year of hire.
    • OSHA 30 Certification within first year of hire.

      • OR

    • High School Diploma, GED, or equivalent.
    • 11 years of healthcare safety and regulatory experience.
    • Certified Hospital Safety Professional (CHSP) within first year of hire.
    • OSHA 10 Certification within first year of hire.
    • OSHA 30 Certification within first year of hire.
Preferred Qualifications:
  • Master's degree in Safety Engineering, Healthcare Administration, Business Administration or related field from an accredited university.
  • Certified Healthcare Facility Manager (CHFM).
