Care Operations Manager

Location: San Jose / Los Gatos, CA (In-Office & Local Field Visits)

Employment Type: Full-Time

Compensation: $27 - $36 per hour, depending on experience.

About the Role

Are you an experienced operations leader passionate about elevating standards in healthcare and home services?

At BrightStar Care of East Los Gatos & South San Jose, we deliver A Higher Standard of non-medical home care. We are seeking a proactive, detail-driven Care Operations Manager to lead our day-to-day operations, drive caregiver recruitment and retention, ensure clinical/regulatory compliance, and maintain exceptional client satisfaction across our community.

In this role, you will partner directly with the Owner and Director of Nursing to oversee field care teams, optimize scheduling, manage administrative and financial workflows, and foster a culture of empathy, accountability, and excellence.

Key Responsibilities

Team Leadership & Talent Management:

  • Recruitment & Hiring: Drive the full-cycle recruitment pipeline (online postings, community outreach, fast-paced phone screening, and interviewing) to attract top-tier Home Care Aides, DSPs, and other staff as needed.
  • Onboarding & Credentialing: Ensure 100% pre-hire compliance before placement (CDSS Home Care Aide Registry clearance, Live Scan, TB testing, and credentials).
  • Training & Mentorship: Lead new employee orientations in partnership with the Director of Nursing; foster a culture of positive coaching, regular performance reviews, and progressive discipline when necessary.
  • Schedule Optimization: Oversee weekly caregiver scheduling with an emphasis on client-caregiver matching, shift consistency, and overtime control.
  • On-Call Rotation Coverage: Share in remote after-hours phone coverage in a rotating capacity (every other week) to handle employee call outs, emergency service incidents, and new client inquiries.

Client Relations & Service Delivery:

  • Intake & Assessments: Respond to new client inquiries with urgency and empathy; participate in initial in-home assessments and service authorizations.
  • Quality Assurance: Conduct regular supervisory check-ins, home visits, and "warm handoffs" introducing new caregivers on their first shifts.
  • Emergency Escalation: Serve as an operational escalation point, maintaining contingency plans for call-outs (and providing emergency hands-on care coverage as a critical last resort).

Operations, Compliance & Finance:

  • Regulatory Compliance: Maintain full operational compliance with California Department of Social Services (CDSS) Home Care Services regulations, HIPAA, Cal/OSHA standards, Joint Commission accreditation requirements, and BrightStar Care standards.
  • Billing & Payroll: Process weekly payroll with high accuracy; generate client invoicing and manage active accounts receivable collections.
  • Financial Management: Monitor operational expenditures to achieve target margins, utilizing lowest-cost/highest-quality vendors and minimizing avoidable overtime.

Qualifications

  • Experience: 2–4+ years of leadership or operations management experience, preferably in home care, healthcare staffing, assisted living, or another in-home services industry.
  • Staff Scheduling: Demonstrated success managing and scheduling a distributed, multi-tier workforce (full-time, part-time, per diem).
  • Education: Associate or Bachelor’s degree in Business, Healthcare Administration, or related field is preferred
  • Technical Skills: Proficiency in Microsoft Office (Outlook, Excel, Word, PowerPoint), AI programs, and experience navigating scheduling/EHR platforms.  Effective writing and communication skills.
  • Licensing & Requirements:
    • Valid California Driver’s License, clean driving record, and active auto insurance.
    • Reliable personal vehicle for local client visits, field check-ins, and community outreach.
    • Current CPR/First Aid certification (or willingness to obtain prior to start).
    • Ability to clear a CDSS Live Scan criminal background check (DOJ/FBI), exclusion lists search, and TB clearance.
