Job description

  • Planning Division - Capital Project Planning Program is responsible for developing/maintaining hydraulic models of the collection system and the identification/preliminary design of capital improvement projects to address deficiencies in the storm and sanitary collection system, pump stations, storage facilities and treatment facilities.


Essential Functions:
ย 

  • Provides leadership and manages the daily operations of a program within the Engineering Department.
  • Directs, develops, and motivates staff to meet the objectives that assist in achieving the District's strategic plan.
  • Plan, organize and direct all activities of a program as required to achieve program goals.
  • Manage and supervise the daily activities of personnel assigned to the program.
  • Coordinate activities with other programs within the Division and the Department; maintain working relationship with public officials.
  • Maintain records and prepare reports.
  • Regular functions may include but are not limited to coordinating activities with District legal staff, coordinating activities with other Departments within the District, attend and/or conduct public hearings and presentations.

  • May assist in developing departmental policies, procedures and guidelines
  • Perform related duties as required or delegated by supervisor

  • Bachelor's degree from a recognized college or university with major course work in engineering as deemed appropriate for the related program.
  • Eight years' experience as a licensed Professional Engineer in a related area together with progressive supervisory experience.
  • Licensed Professional Engineer in the State of Missouri, or the ability to obtain this license within six months of hire.

Desired Knowledge, Skills and Abilities:

  • Considerable management and technical knowledge of program area.
  • Considerable skill in management techniques and application.
  • Thorough knowledge of the District rules, regulations, policies and procedures as they relate to the program.
  • Considerable skill in maintaining effective working relationships with consulting engineers, contractors, private developers, governmental officials, the general public and District personnel.
  • Extensive oral and written communication skills.
  • Considerable skill in planning, supervising and coordinating the work of others.
  • Considerable skill in preparing technical reports and maintaining records.
  • Good knowledge of spreadsheet, word processing and design software.

SPECIAL REQUIREMENT:
  • Licensure in the State of Missouri for the position's field of expertise.
  • Must possess a valid driver's license issued by the state in which the employee resides.
  • Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated asย safetyย sensitive and candidate must pass a Non-D.O.T. Drug Test for this position. Employees occupying this position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.
  • Employees of MSD must have a meets expectations.
