COMPANY OVERVIEW:
Facility Contract Services (FCS) is a Florida-based contract services company that employs and manages personnel for municipal clients. Our staffing services include administrative support, clerical, accounting, payroll, billing, accounts payable/receivable, purchasing, human resources, supervisory roles, utility services, water and wastewater plant operations, property and general services management, building and landscape maintenance, parks and recreation, and senior and community services. FCS specializes in municipal privatization through a task-based approach aimed at improving productivity and efficiency.
JOB SUMMARY:
Under the general direction of the Director of Public Services, is responsible for planning, organizing, and managing projects within our municipality’s Buildings, Roadways, and various facilities. Work to ensure projects are delivered on time, within budget, and meet established requirements, often with a focus on public good and meeting the needs of citizens.Â
RESPONSIBILITIES AND DUTIES:
- Oversee project development from start to finish (Needs assessment, design, construction drawings, bidding, contract, permitting, construction, closeout).
- Assist in selecting consultants for professional services, such as architects and engineers.
- Assist in the permitting process for assigned projects.
- Observes work in progress to ensure conformance with specifications.
- Examines workmanship of finished installations for conformity to standards.
- Maintains daily reports of construction inspection activities.
- Prepares sketches of construction installations that deviate from plans and incorporates changes into master plans. Inspects equipment operation and material on the job site.
- Interprets specifications as related to materials and workmanship.
- Assumes responsibility of administering project documents throughout the construction process, including, but not limited to, construction drawings, Notice to Proceed, Meeting Minutes, Work Change Directives, Change Proposals, Change Orders, Time Management (critical path method scheduling), and the like.
- Reads and interprets plans, specifications, correspondence, and related construction documents.
- Develop project scope and budget to write RFPs in order to bid out projects.
- Procurement of professional and contractual services related to construction renovation and improvement projects.
- Coordinate the efforts of design professionals, inspections and troubleshooting.
- Prepares, negotiates, executes, and manages task orders for professional consultants, contractors, and service providers.
- Prepares and oversees the preparation of Requests for Proposals (RFP), Requests for Qualifications (RFQ), and other bidding documents for a variety of services and resources in compliance with municipal, state, and federal code requirements, including reviewing of plans, specifications, and estimates.
- Provides analysis, evaluation, and recommendations for award of contract.
- Reviews and approves contractor and consultant pay requests with thorough understanding of change order process.
- Schedules, attends, and writes reports of meetings with consultants, city agency representatives, major stakeholders, and/or general public.
- Schedules and assists in conducting pre-construction and pre-bid meetings with consultants, contractors, and sub-contractors.
- Originates “Notices to Proceed” to contractors, consultants and other project entities.
- Develop and monitor the project departmental budgets.
- Performs emergency inspections to resolve difficult problems.
- Inspects and coordinates projects for substantial completion and prepares a list of any deficiencies.
- Prepares performance reports on contractors and consultants and provides timely project updates, progress, and status reports.
- Arranges for correction of defects by contractor during warranty period.
- Schedules and conducts site inspections at the end of the warranty period and assures correction of defects.
- Explains and interprets construction codes to owners, contractors, design professionals and the general public.
- Thorough understanding of the permitting process.
- General supervision for this position is received from the CIP Division Director who reviews work for satisfactory supervision of construction operations.
- Will be required to perform other duties as requested, directed or assigned.
- Regular Attendance and Punctuality is an essential requirement of the job.
REQUIRED EXPERIENCE AND QUALIFICATIONS:
- A Bachelor of Science degree, or higher, from an accredited college or university in business, management, construction management, civil engineering or related field.
- Minimum seven (5) years of relevant progressive experience; or the equivalent gained through relevant experience.
- Valid Florida Driver’s license.
- Thorough knowledge of the principles and practices of construction and related engineering work.
- Specific knowledge and experience in Vertical Construction and/or Civil Engineering required.
- Thorough knowledge of applicable building codes, laws, regulations, and county design standards.
- Thorough knowledge of building materials and methods of construction.
- Thorough knowledge of county standards, contracts, forms, and procedures related to construction management.
- Knowledge of supervisory principles and practices. Knowledge of current construction costs.
- Ability to supervise subordinates in a manner conducive to full performance and high morale.
- Ability to read and comprehend contract documents and recognize if construction work inspected conforms to such documents.
- Ability to recognize existing construction conditions and anticipate problems in advance of their occurrence.
- Ability to comprehend, interpret, and develop construction schedules.
- Ability to establish and maintain effective and professional working relationships with fellow employees, supervisors, consultants, contractors, and the public.
